Ensuring resettlement to accelerate project progress

The city aims to develop resettlement areas with synchronized technical and social infrastructure at a regional scale to support projects across the city. This is a long-term goal that requires continued efforts to accelerate the completion of resettlement areas currently under construction.

Calls for more resettlement areas

Long Thanh Ward is currently one of the localities with numerous projects underway, including major infrastructure works. As a result, demand for resettlement land to accommodate households affected by these projects is substantial.

Recently, Long Thanh Ward has focused on site clearance and resettlement arrangements for households affected by major projects in the area, including Long Thanh International Airport and the Bien Hoa–Vung Tau Expressway. In the coming period, the ward will continue site clearance for a series of other projects, including the upgrading and expansion of Road 769, an off-airport drainage system outside the Long Thanh Airport perimeter, high-speed railway lines, and the extension of the Ben Thanh–Suoi Tien Metro Line to the Dong Nai City Administrative Center and Long Thanh International Airport.

According to Le Hoang Son, Chairman of the Long Thanh Ward People's Committee, site clearance for these projects will require a substantial resettlement land fund. The ward currently has eight resettlement areas that have already been developed. Meanwhile, the number of remaining resettlement plots available for affected households is very limited and insufficient to meet demand. The locality has therefore asked the city to invest in additional resettlement areas in the ward.

Similarly, other localities, including Tan Trieu Ward and Tan An Commune, have asked city authorities to consider developing additional resettlement areas to accommodate residents affected by construction projects.

Toward synchronized resettlement development

According to Nguyen Cao Tai, Director of the city's Land Fund Development Center, resettlement areas across the city are currently being developed by communes and wards, the city's Land Fund Development Center, and the Dong Nai City Civil Construction Investment Project Management Board. A review has found that investment in resettlement areas remains fragmented and dispersed, resulting in relatively low investment efficiency. The city is therefore planning to develop resettlement areas with synchronized technical and social infrastructure at a regional scale to serve projects across the city.

At a recent meeting with the Standing Boards of the Party Committees of Tan Trieu Ward and Tan An Commune on the implementation of socio-economic development, national defense and security, and Party-building tasks during the first eight months of 2026, Thai Bao, Deputy Secretary of the City Party Committee, Head of the City Party Committee’s Organization Commission, said that developing concentrated, regionally scaled resettlement areas was consistent with the city's long-term strategy and would help avoid fragmented, small-scale investment. However, he noted that this was a long-term approach. With numerous projects already underway, additional short-term solutions are needed to meet the resettlement needs of affected households.

Regarding the issue, Nguyen Cao Tai said that three resettlement areas are currently being developed by the city's Land Fund Development Center. Meanwhile, another 17, previously under the responsibility of project management boards, are also under construction. To meet the immediate resettlement needs of ongoing projects, these resettlement areas will continue to be developed through to completion. Accelerating their completion will help address short-term resettlement needs as site clearance is carried out for projects across the city.

Under Plan No. 118/KH-UBND, issued by the Dong Nai Provincial People's Committee (now the City People's Committee) on October 3, 2025, Dong Nai plans to invest in 89 resettlement-area projects during the 2025–2030 period to establish a resettlement land fund for the implementation of development projects.
