Favorable conditions created to keep major transport projects on schedule

The Dong Nai City People's Committee held a conference on July 22 at the Xuan Lap Ward People's Committee Hall to review progress in compensation and site clearance for four key transport infrastructure projects in the city: Phase 1 of Ho Chi Minh City’s Ring Road 4, the DT.773 road upgrading and expansion project, DT.770B road, and the DT.769 road upgrading and expansion project.

The meeting was chaired by Ho Van Ha, Member of the City Party Committee, Vice Chairman of the Dong Nai City People's Committee.

Representatives of municipal departments, wards and communes traversed by the projects, investors, and construction contractors attended the conference.

At the conference, Ho Van Ha, Vice Chairman of the Dong Nai City People's Committee, received a report from the city's Land Fund Development Center on the progress of compensation and site clearance for four key transport infrastructure projects as of July 21, 2026. According to the report, substantial progress had been made in land inventory, verification of land origins, approval of compensation plans, and the handover of cleared land for construction.

For Phase 1 of Ho Chi Minh City’s Ring Road 4, authorities have completed 100% of land inventory work, verified land origins for nearly 97% of affected plots, approved compensation plans for more than 93%, and handed over over 190 hectares, equivalent to more than 63% of the required land area. The DT.770B project has completed over 94% of land inventory, more than 90% of land origin verification, and over 72% of compensation approvals, while more than 131 hectares—approximately 49% of the project area—have already been transferred for construction. For the DT.773 upgrading and expansion project, land inventory has reached 100%, land origin verification 93%, compensation approval 49%, and over 129 hectares, or 58% of the required area, have been handed over. Meanwhile, the DT.769 project has completed over 95% of land inventory, nearly 60% of land origin verification, and almost 44% of compensation approvals, while more than 51 hectares, equivalent to over 38% of the project's land requirement, have been handed over.

Despite these achievements, delegates discussed several remaining challenges, particularly those related to land origin verification, issuance of land recovery decisions, compensation payments, and acceleration of site handover to facilitate construction.

Representatives of municipal departments and local authorities proposed a range of measures to address outstanding issues, including arranging resettlement for eligible households, determining the age of perennial crops for compensation purposes, reviewing policies on vocational transition and agricultural production support, and standardizing procedures for confirming eligibility for assistance.

Construction contractors also called on local authorities to continue supporting the handover of contiguous sections of cleared land to ensure uninterrupted construction activities. They further urged the municipal People’s Committee and relevant departments and agencies tourge rubber companies to promptly cut down trees and hand over sites on schedule, while assisting contractors in securing stable supplies of construction materials, including quarry stone.

The conference concluded with consensus among leaders of the departments, sectors, local authorities, and project stakeholders on a series of coordinated solutions and implementation timelines aimed at accelerating compensation and site clearance for all four major transport projects.

Addressing the meeting, Vice Chairman Ho Van Ha instructed relevant departments, agencies and local authorities to strengthen coordination, promptly review resettlement arrangements, adopt a unified method for assessing site handover progress based on land area, ensure full implementation of support policies for vocational transition and agricultural stabilization, conduct weekly progress evaluations, and regularly report project implementation to promptly resolve emerging issues.

He emphasized that all departments, agencies and local authorities should maintain a proactive and responsible approach while strengthening coordination in compensation and site clearance efforts, creating favorable conditions for the timely implementation of strategic transport infrastructure projects. These projects are expected to enhance the city's transportation network and provide a strong foundation for Dong Nai City's long-term socio-economic development.
