Dong Nai sets priorities for socio-economic development in second half of 2026

The Dong Nai City People's Committee on July 13 held a conference to review socio-economic performance in the first half of 2026 and outline priorities for the remainder of the year.

The conference was chaired by Nguyen Van Ut, Deputy Secretary of the City Party Committee (CPC) and Chairman of the Dong Nai People's Committee, and Dang Minh Nguyet, Permanent Vice Chairwoman of the Dong Nai People's Council.

Also attending at the main venue were Vice Chairpersons of the City People's Committee and leaders of municipal departments and agencies. The conference was connected online with commune- and ward-level authorities across the city.

Economy maintains strong momentum

Building on its strong performance in 2025, Dong Nai's economy maintained solid growth in the first half of 2026. Gross Regional Domestic Product (GRDP) expanded by 9.81 percent, outperforming the projected scenario and providing a solid foundation for the city to achieve double-digit growth this year. Industry and construction remained the main growth driver, expanding by 11.84 percent, while industrial production increased 11.75 percent. The services sector grew 8.57 percent, and agriculture, forestry and fisheries recorded growth of 4.86 percent, with all major economic sectors continuing to contribute steadily to overall growth.

During the first half of the year, the city's exports reached US$17.1 billion, up 17.6 percent year on year, while imports totaled US$12.9 billion, an increase of 20.3 percent, resulting in a trade surplus of approximately US$4.2 billion. Despite continued volatility in global markets, the figures reflected the resilience, production capacity and competitiveness of businesses operating in Dong Nai. Investment inflows remained strong. Dong Nai attracted approximately US$1.5 billion in foreign investment, while domestic investment exceeded VND852.5 trillion, far surpassing the annual target. More than 4,500 enterprises were newly established during the first six months of the year with total registered capital of over VND225 trillion.

As of July 9, state budget revenue had reached 57 percent of the annual estimate. Public investment disbursement totaled more than VND10.8 trillion as of July 6, equivalent to 41.8 percent of the annual plan, higher than the national average.

Alongside economic growth, continued investment was made in culture, healthcare, education and social welfare. Nine social housing projects, comprising more than 12,000 apartments, were launched in the first half of the year.

After one year of implementation, the two-tier local government model has operated smoothly and effectively. The city has completed the restructuring of its administrative apparatus by reducing the number of specialized municipal departments by 50 percent and professional divisions by 45 percent, while reorganizing its civil service workforce and finalizing job-position frameworks.

Strengthening accountability in steering the development of each sector

At the conference, leaders of departments, agencies and localities reviewed achievements in their respective sectors during the first half of the year and proposed solutions to accelerate growth and fulfill annual targets.

Speaking at the conference, Dang Minh Nguyet said delegates at the third session of the Dong Nai People's Council had acknowledged the city's achievements in governance and socio-economic development. She added that through its oversight activities and voter engagement, the council had identified issues requiring attention and made recommendations to relevant agencies and the City People's Committee to address outstanding challenges.

To achieve the city's double-digit growth target, she called for coordinated efforts from authorities at all levels, businesses and residents during the second half of the year. Priorities include improving the quality of economic governance, accelerating public investment disbursement, allocating sufficient resources for land clearance and resettlement, prioritizing projects that can be implemented quickly, supporting business development and strengthening the development of high-quality human resources across sectors.

Concluding the conference, Deputy Secretary of the CPC and Chairman of the Dong Nai People's Committee Nguyen Van Ut said the first half of the year had been marked by an exceptionally heavy workload, alongside the historic milestone of Dong Nai's official transition from a province to a city, opening a new chapter in its development. He added that also during this period, the CPC’s Executive Board launched a special 500-day-and-night emulation campaign under the theme "Solidarity – Discipline – Efficiency – Breakthroughs for a civilized and modern Dong Nai," describing it as a call for the entire political system to act with greater unity, innovation and determination in creating new momentum for the city's development.

Nguyen Van Ut urged departments, agencies and local authorities to thoroughly review bottlenecks in their respective sectors and proactively implement solutions to address them, emphasizing that every agency must demonstrate greater accountability and initiative in carrying out its assigned tasks.

He also called for stronger efforts to promote Dong Nai's image to domestic audiences and international partners in order to enhance the city's attractiveness and strengthen its competitiveness in socio-economic development.
