Vo Tan Duc heads Dong Nai City Steering Committee for compensation and site clearance

On July 14, Deputy Secretary of the Dong Nai City Party Committee (CPC) Vo Tan Duc chaired a meeting to announce Decision No. 799-QD/TU, dated June 18, 2026, issued by the Dong Nai CPC on the establishment of the Dong Nai City Steering Committee for compensation, site clearance, and resettlement support (referred to as the Steering Committee).

Under Decision No. 799-QD/TU, Deputy Secretary of the CPC Vo Tan Duc was appointed Head of the Steering Committee. Deputy Secretary of the CPC and Chairman of the City People's Committee Nguyen Van Ut was appointed Permanent Deputy Head of the Steering Committee. Deputy Secretary of the CPC and Chairwoman of the City Vietnam Fatherland Front Committee Huynh Thi Hang and Deputy Secretary of the CPC and Head of the CPC's Organization Commission Thai Bao were appointed Deputy Heads of the Steering Committee. The Steering Committee also comprises members of the CPC’s Standing Board, members of the CPC, and leaders of relevant departments, boards, and sectors.

The Steering Committee is responsible for directing, urging, and inspecting the implementation of land acquisition, compensation, support, and resettlement; promptly addressing difficulties and obstacles arising during project implementation to ensure compliance with the law and project schedules, and early stabilization of the lives of residents whose land has been acquired, and the timely handover of cleared sites for construction and project implementation.

The decision took effect on June 18, 2026. The Steering Committee will automatically dissolve upon completing its assigned tasks.

Following the announcement of the decision, the Steering Committee held its first meeting to review reports on the situation of compensation, site clearance, and resettlement support across the city.

Presenting the report at the meeting, Director of the Dong Nai Land Fund Development Center Nguyen Cao Tai said the city is implementing compensation and site clearance for 319 projects while coordinating the preparation of investment projects for another 28. Of these, 15 are key projects requiring concentrated resources to ensure implementation progress.

He said the acceleration of compensation and site clearance had made a significant contribution to the city's public investment disbursement during the first six months of 2026. To date, disbursement related to this work has exceeded VND6.5 trillion, accounting for more than 61% of the city's total public investment disbursement.

Despite these results, several challenges continue to affect the progress of site clearance in some localities. These include the complexity of determining land origins; the fact that many households have not agreed with the compensation rates or have not yet received compensation payments despite approved compensation plans; and the time-consuming coordination among departments, sectors, and localities in verifying land records, resolving land management issues, and appraising compensation plans in certain areas.

In addition, some localities lack personnel with specialized expertise in compensation and site clearance. Some officials, civil servants and public employees have yet to fully recognize their roles and responsibilities in carrying out assigned tasks. Changes in land-related regulations and policies over time have also created numerous challenges during implementation.

During the remaining six months of the year, the Dong Nai Land Fund Development Center aims to complete 100% of compensation and site clearance for eight key projects while implementing the remaining projects according to schedule after completing investment procedures.

Concluding the meeting, Deputy Secretary of the CPC and Head of the Steering Committee Vo Tan Duc requested the prompt completion of the Steering Committee's operating regulations and the assignment of responsibilities. He also called for the development of a system to monitor site clearance progress for all key projects, ensuring that every stage, task, responsibility, and completion deadline is clearly defined. He also emphasized the need to prioritize resolving issues affecting projects capable of early completion and to launch a peak campaign to accelerate site clearance for key transport projects, particularly those connecting to Long Thanh International Airport.

Regarding resettlement, he stressed that it must be treated as a top priority, ensuring that residents have new housing, stable living conditions, and livelihoods before their land is acquired. He also requested that resettlement land funds must be prepared right from the planning stage of new projects. In addition, he called for stronger communication efforts, enhanced dialogue, and greater transparency in policy implementation to build public consensus, while tightening discipline and reinforcing the accountability of agency heads, linking site clearance results to the performance evaluations of each agency, unit, and locality.

"While the workload ahead is immense, many projects require very urgent implementation. Therefore, members of the Steering Committee, departments, sectors, and localities must act with greater determination, proactiveness, and responsibility. The goal is to ensure project implementation progress while safeguarding the legitimate rights and interests of the people," emphasized the Head of the Steering Committee.
