Dong Nai aims to complete land database for digital transformation by the end of October 2026

Nguyen Tuan Anh, Vice Chairman of the Dong Nai City People's Committee and Head of the Steering Committee for implementing Plan No. 2959/KH-BNNMT-BCA, chaired a meeting on July 7 to review progress in building the city's land database.

The plan, jointly issued in 2026 by the Ministry of Agriculture and Environment and the Ministry of Public Security, aims to strengthen cadastral surveying, mapping, land registration and the completion of the National Land Database.

At the meeting, representatives of the Dong Nai Department of Agriculture and Environment (DoAE) reported that implementation of the plan's 15 assigned tasks has progressed in a coordinated manner, with the key tasks already well underway. To date, the city has established its steering committee, developed an implementation plan and inter-agency coordination mechanism, completed land data classification, and connected its local database to the National Land Database.

Dong Nai currently has more than 2.8 million land parcels. Of these, nearly 1.9 million, about 67 percent, have been classified as Group 1, meaning their records are accurate, complete, verified and up-to-date. Around 30 percent fall under Group 2, requiring further review and information updates, while the remainder consists of linear land parcels such as transport corridors, rivers and streams. The city is also accelerating cadastral surveying and map revisions for agricultural and forestry land, rubber plantations and other priority areas to incorporate them into the national database.

However, implementation has been slow in some localities. Ten communes and wards have yet to establish steering committees or working groups to carry out the assigned tasks.

According to the implementation schedule, the DoAE will complete procedures for updating and revising records of standardized land parcels in July. In August, it plans to finish cadastral surveys in key areas while continuing to upgrade the DongNai.LIS software platform and related technical infrastructure to enhance data integration and interoperability.

Concluding the meeting, Vice Chairman Nguyen Tuan Anh said completing the land database is a critical task, closely linked to digital transformation and administrative reform, while improving the effectiveness of state administration and the quality of services provided to citizens and businesses.

He instructed departments and agencies to clearly assign responsibilities, closely monitor implementation progress, prioritize cleansing data for the remaining 30 percent of land parcels, while strengthening coordination with the police to verify information.

Following the meeting with the steering committee members, Nguyen Tuan Anh also held an online working session with leaders of the city's 95 communes and wards to discuss implementation of the plan.

He instructed commune- and ward-level People's Committees to complete all remaining tasks, particularly by upgrading the remaining Group 2 land parcels to Group 1 status so that their records are accurate, complete, verified and continuously updated. Once completed, the standardized database will be shared across government agencies, helping streamline administrative procedures and improve services for citizens and businesses. Localities that have yet to establish steering committees or working groups must do so prior to July 15, while also preparing detailed implementation plans with clearly assigned responsibilities and timelines. Chairpersons of commune- and ward-level People's Committees will be responsible for allocating personnel, coordinating land verification, updating land parcel information and supporting cadastral surveys for agricultural and forestry land.

"All assigned tasks must be completed by the end of October 2026. Implementation results will serve as one of the key criteria for evaluating the performance and accountability of steering committee members and local authorities," Anh said.
