According to the Dong Nai City Construction Investment Project Management Board, the Department of Construction is currently organizing an architectural design competition for the elevated road project running along National Highway 51 from Vung Tau Intersection to the interchange connecting Vo Nguyen Giap Street with the Bien Hoa–Vung Tau Expressway.

At the same time, the project investor proposing the development is also preparing the project’s feasibility study report in parallel. Following completion of the architectural competition and approval of the feasibility study report, authorities will proceed with bidding procedures to select investors in accordance with regulations.
The elevated road project along National Highway 51, extending from Vung Tau Intersection to the interchange linking Vo Nguyen Giap Street with the Bien Hoa – Vung Tau Expressway, had its investment policy approved by the former Dong Nai Provincial People’s Council (now Dong Nai City People’s Council) under Resolution No. 29/NQ-HDND dated April 28, 2026. The Dong Nai City People’s Committee subsequently approved the implementation plan under Decision No. 67/QD-UBND dated May 11, 2026.
The project has a route length of approximately 6.2 kilometers, starting at Le Van Duyet Street in Tran Bien Ward, Dong Nai City, and ending at Vo Vo Nguyen Giap Street in Phuoc Tan Ward, Dong Nai City. Of this, more than 4.6 kilometers will be viaduct.
The project will involve building a new six-lane elevated roadway with a design speed of 80 km/h; upgrading and renovating the existing road below to ensure four motor vehicle lanes and two mixed-traffic lanes; and constructing interchanges and other works along the route, as well as an intelligent transportation system, a toll collection system, and an operations center, in accordance with applicable regulations and standards.
The project carries a preliminary total investment of more than VND16 trillion and will be implemented under a public-private partnership (PPP) model.
Regarding land requirements, the project is expected to use more than 58 hectares across Tran Bien, Long Hung, Phuoc Tan, and Long Binh wards.
The elevated road project aims to expand Dong Nai City’s transport infrastructure network gradually, strengthen connectivity between Dong Nai and Ho Chi Minh City, and contribute to local socio-economic development. The project is also expected to improve traffic connectivity with Ho Chi Minh City, facilitating smoother transportation flows while creating additional momentum for growth across the Southern Key Economic Region.
