Dong Nai City People’s Committee has issued a support plan for small and medium-sized enterprises (SMEs), private enterprises, household businesses, and individual businesses for 2026 and the 2026–2028 period, with priorities placed on digital transformation, innovation, workforce development, and access to capital.

Under the plan, the city will implement science and technology development programs alongside digital transformation initiatives, providing businesses with support for digital solutions, subsidies for renting or purchasing digital platforms, and assistance related to intellectual property consulting, technology transfer, and the adoption of new technologies.

Small enterprises, micro-enterprises, household businesses, and individual business operators will also receive free access to selected digital platforms and shared accounting software.

In parallel, Dong Nai will expand support for innovative startups through measures including technical infrastructure assistance, co-working spaces, intellectual property consulting, product development support, specialized training programs, and startup ecosystem networking.

Regarding workforce development, the city plans to launch free training programs covering business administration, accounting, taxation, human resources management, and other management-related areas.

The support plan also introduces multiple policies aimed at improving access to capital, including interest rate subsidies for green and circular-economy projects and initiatives that adopt Environmental, Social, and Governance (ESG) standards. Additional support measures include assistance with land access, production and business premises, and tax incentives.

For eligible innovative startups and qualified SMEs, the city will implement tax exemption and reduction policies in accordance with regulations, while also expanding legal consulting services, facilitating value chain connections, and supporting market expansion efforts.
