A series of infrastructure projects, particularly key projects across Dong Nai, are accelerating construction efforts to make up for earlier delays while simultaneously increasing public investment disbursement rates.

Two key projects push ahead toward completion
The Ho Chi Minh City’s Ring Road 3 is one of the important national transportation projects currently under construction in Dong Nai. Component Project 3, which passes through Dong Nai, stretches more than 11 kilometers. The project's main route was technically opened to traffic at the end of 2025. Since then, contractors have focused on completing the main roadway as well as the frontage roads and parallel roads serving local traffic.
The 471 Joint Stock Company is one of the contractors participating in the construction of package No. 29. After completing the construction of the main route, in recent times, this contractor has continued to complete the construction of the service roads and parallel roads with a length of about 6km. To date, about 50% of the length of the section has been basically completed by the contractor. With the goal of completing all work by early July 2026, currently, on the construction site, the contractor is mobilizing about 30 workers and more than 10 pieces of equipment. "The current work mainly involves asphalt concrete paving. To complete all work by early July 2026, we are focusing on mobilizing personnel and machinery, maintaining continuous construction to ensure progress," said Pham Ngoc Tu, Leader of Team 1 at the 471 Joint Stock Company.
At Component Project 1, Bien Hoa - Vung Tau Expressway, after the main route was opened to traffic on May 18, contractors continued to accelerate efforts to complete the system of local service road along the route as well as the approach roads for the two overpasses on the route.
Nguyen Linh, Deputy Director of the City Investment and Construction Project Management Board, said for Component Project 1, Bien Hoa - Vung Tau Expressway, contractors are focusing on completing access roads for the Ham Nghi and Phung Hung overpasses, along with local service road items along the route, drainage ditches along the local service roads, and drainage ditches between the main route and the service roads. To accelerate progress, aiming to complete the project by the end of June 2026, the City Investment and Construction Project Management Board is urging contractors to focus on mobilizing human resources and equipment to speed up construction progress.
Maintaining inspection of project execution
In May 2026, to promote the construction progress of projects in the city, thereby increasing the disbursement rate of public investment capital, the Dong Nai City People's Committee requested investor units to register a list of projects that will maintain continuous construction of "3 shifts, 4 crews".
According to the City Investment and Construction Project Management Board, as of early June 2026, for Component Project 1, Bien Hoa - Vung Tau Expressway, the construction value of the entire project reached over 93% of the signed contract value. Meanwhile, for Component Project 3 of Ho Chi Minh City’s Ring Road 3, the construction value of the entire project reached over 72% of the signed contract value.
According to the Department of Finance, currently, in Dong Nai city, there are 19 projects registered to maintain continuous construction. Among them, the City Investment and Construction Project Management Board registered 4 projects; investor units such as Regional Project Management Board 9, Regional Project Management Board 10, and Dong Phu Regional Project Management Board each registered 3 projects. Investor units such as Chon Thanh Regional Project Management Board and the City Land Fund Development Center each registered 2 projects. For Project Management Board Region 2 and Project Management Board Region 5, each unit registered 1 project.
Nguyen Van Lam, Deputy Director of the Department of Construction, stated that six inspection teams have been established to monitor public investment disbursement and construction progress. Field inspections indicate that contractors on the 19 registered projects have generally mobilized sufficient workers, machinery, and equipment to maintain round-the-clock construction schedules.
According to City Party Committee member, Vice Chairman of the City People's Committee Ho Van Ha, recent observations indicate that some projects in the city have fallen behind schedule, not due to site clearance issues, but due to the inadequate capacity of the project owner and the contractor, who failed to provide the personnel and machinery as stipulated in the bidding documents.
Therefore, to ensure timely completion of key infrastructure works, the Department of Construction has been directed to maintain intensive inspections of projects experiencing delays in the city.
