The year 2026 marks the first milestone of implementing the National Criteria for New-style Rural Areas (NRA) for the 2026-2030 period, with many changes and more demanding requirements than in previous phases. It is also an important milestone, marking the start of efforts to carry out the NRA development goals for the entire 2026-2030 period. The National Target Programme on New-Style Rural Development remains a key, ongoing political task for Dong Nai City.

In this new phase, many localities across the city are leveraging their unique advantages to achieve impressive results in the new-style rural development building. They are not only focusing on improving rural infrastructure but also on promoting large-scale, safe agricultural production, in line with ecological and modern new-style rural development.
Forming a new appearance
After the merger, Phu Vinh remains a mountainous commune facing many challenges. It is home to 15 ethnic minority groups, including Hoa, Nung, Tay, Dao, Chau Ma, San Diu, and Khmer, among others, accounting for more than 68% of the population. Following its establishment, local authorities have effectively implemented grassroots mobilization, strengthening national unity in achieving new-style rural development goals. As a result, rural infrastructure in the commune has been significantly improved, the economy has grown, and residents’ living standards have steadily risen. After the merger, the commune has also streamlined its administrative system to operate more efficiently and remain closely connected to the people, becoming one of the leading localities in Dong Nai’s new-style rural development movement.
Building on achievements in new-style rural area development from previous phases, following the merger, Cam My Commune continues to invest in completing rural infrastructure in line with the development of new-style rural areas in an ecological and modern direction in the new phase. The locality has paid close attention to rural infrastructure investment. To date, cultural institutions, schools, socialized rural transport projects, and electricity systems serving daily life and production have been comprehensively and synchronously invested in. The locality has effectively mobilized socialized resources to invest in rural landscapes and the environment. As a result, the rural appearance has become increasingly spacious, orderly, and modern. Lighting systems and security cameras have been installed not only on major roads but also on hamlet and commune roads, alongside the continued expansion of model residential areas.
Leading localities in new-style rural development have also effectively implemented digital transformation, applying digital technologies to boost rural economies and build smart rural areas, thereby improving the quality of life of residents engaged in civilized, modern new-style rural development. According to Nguyen Dai Thang, Chairman of the Cam My Commune People’s Committee, in the task of digital transformation, after reviewing and arranging facilities, the locality has provided hamlets with network systems and computer systems, organized training for hamlet leaders and deputy leaders to implement contents related to two-way information reporting through the internal network system and gradually implement digital transformation according to the plan for implementing Resolution No. 57 of the Commune Party Committee.
Advancing modern agricultural production
A common feature among leading localities in the 2026–2030 new-style rural development phase is their focus on leveraging local strengths to continuously improve both material and spiritual living standards for rural residents. This endeavor includes developing large-scale, safe agricultural production linked with processing industries to ensure stable market access for agricultural products.
Secretary of the Party Committee, Chairman of the People's Council of Dinh Quan Commune Nguyen Cao Cuong said the Party Committee and authorities of Dinh Quan commune are determined to overcome difficulties, focus on economic development, shift crop and livestock structures toward high-quality and sustainable commodity production linked with environmental protection, and closely combine economic development with improving the people's material and spiritual lives. The locality is focusing on accelerating key projects to promote socio-economic development. In particular, it will continue to effectively implement the new-style rural development program, mobilizing all resources to build Dinh Quan Commune to meet new-style rural standards in 2026.
For the 2025-2030 term, one of Cam My commune's breakthrough tasks is to focus on developing clean agricultural production in an organic direction; applying scientific and technical advances in production; and forming concentrated, specialized production areas and large-scale fields. To date, the entire commune has established six concentrated production areas and nine linkage chains from production to product consumption, associated with export-growing area codes. In particular, three organic-oriented production models covering dozens of hectares have been formed in the commune, while 128 hectares of crops have received VietGAP certification.
Leveraging its strategic location between major economic centers and convenient transport connections, Phu Vinh Commune is accelerating economic restructuring, focusing on agriculture and services. The locality continues to shift crop and livestock structures, effectively utilize its potential, and apply scientific and technological advancements to improve farming practices.
Dong Nai aims to have 5 communes meet the new rural standards by 2026, in accordance with the National Criteria for New-style Rural Communes for the 2026-2030 period.
Dao Van Tuan, Secretary of the Party Committee and Chairman of the People's Council of Phu Vinh Commune, said that the locality’s key solution for the 2025–2030 term is to continue streamlining governance, ensuring efficiency, and maintaining close engagement with residents. Phu Vinh targets an average annual growth rate of over 10% in total production value and aims to reach VND 250 million per hectare of cultivated land per year by 2030. In the coming years, the commune will focus on sustainable, high-tech agriculture linked with branding and market connections, while also identifying tourism as a new key economic sector and mobilizing resources to tap into its potential.
