Chairman of Dong Nai People’s Committee inspects site clearance work ahead of HCM City’s Ring Road 4 Project groundbreaking

On May 30, Deputy Secretary of the City Party Committee, Chairman of Dong Nai City People’s Committee Nguyen Van Ut conducted a field inspection of compensation and support work for the Ho Chi Minh (HCM) City’s Ring Road 4 project traversing the locality and the planned location of the Free Trade Zone (FTZ) in Xuan Duong Commune, Long Phuoc Commune and Long Thanh Ward.

Joining the working delegation were Member of the Standing Board of the City Party Committee, Vice Chairman of the City People’s Committee Nguyen Tuan Anh, along with leaders from departments, agencies and localities.

During the inspection, the delegation surveyed two locations where land acquisition, compensation and site clearance activities are being carried out for the section of Ho Chi Minh City's Ring Road 4 passing through Dong Nai.

According to the city’s Land Fund Development Center, the HCM City’sRing Road 4 project section crossing Dong Nai stretches more than 46 kilometers, requiring the acquisition of over 302 hectares of land across nine communes and wards. To date, land recovery notices have been issued for the entire project area, reaching 100%. Surveying, measurement and inventory work has been completed for more than 98% of the required land area. Verification of land origins, land-attached assets and support policies has been completed for nearly 88% of the affected area by the commune-and ward-level People’s Committees. So far, compensation and support plans have been approved for 834 households with an entire area of nearly 155 hectares, accounting for more than 51% of the total land area subject to acquisition.

Relevant agencies are continuing inventory work, land origin verification and approval procedures for the remaining areas, while coordinating land handover and site transfer to project investors to facilitate construction activities.

Speaking at the survey, Chairman of the City People's Committee Nguyen Van Ut instructed relevant agencies that site clearance work for HCM City's Ring Road 4 must proceed simultaneously with boundary marker installation and construction handover as cleared land becomes available. The city also generally agreed on the location for the groundbreaking ceremony of the frontage road component under Component Project 1, at the section from Km27+000 to Km27+500 in Xuan Que Commune. Chairman of the City People's Committee Nguyen Van Ut requested local authorities to coordinate with the city’s Land Fund Development Center to accelerate site clearance efforts in preparation for construction commencement by the end of June 2026.

Chairman Nguyen Van Ut also requested localities along the project corridor to review planning schemes and formulate development orientations for strategic land reserves along the route to maximize the project's investment efficiency.
