Accordingly, after reviewing the official letter from the Department of Construction regarding addressing traffic congestion in the areas of Trang Dai, Tam Hiep, and Long Binh wards, the Chairman of the Provincial People's Committee approved the policy of assigning the Provincial Investment and Construction Project Management Board as the investor to prepare proposals for the investment and construction of Provincial Road 768B, the section connecting Dong Khoi Street to Hoang Van Bon Street; Bui Van Hoa Street; and Trang Dai - Tam Hiep inter-ward road under the public-private partnership (PPP) method.

At the same time, the Project Management Board Region 1 is assigned to lead and coordinate with the Provincial Construction Investment Project Management Board to review and carry out procedures to cease the implementation of the Bui Van Hoa Road Project, which had its investment policy approved under the public investment method, as a basis for deploying and implementing procedures under the PPP method.

Stretching approximately 5.5 kilometers, Bui Van Hoa Street begins from its intersection with National Highway 1 (Tam Hiep underpass) and ends at the roundabout at the junction with Vo Nguyen Giap Street. This is a lifeline linking Bien Hoa’s urban area with the Bien Hoa – Vung Tau Expressway. However, with its current width of just 12–15 meters and heavy traffic volume, the route frequently witnesses congestion, particularly during peak hours. To address this, Dong Nai plans to upgrade and expand the road to a 10-lane configuration.

Meanwhile, Provincial Road 768B and Trang Dai - Tam Hiep inter-ward road were also planned for construction by Dong Nai province many years ago. However, these projects have not yet been implemented.

The wards of Trang Dai, Tam Hiep, and Long Binh are among the most densely populated in Dong Nai, hosting numerous industrial zones. It is estimated that the combined population of these three wards is currently about 453,000 people.
