Phu My 2 Bridge to open multiple transport links between HCM City and Long Thanh Airport

The Department of Finance of Dong Nai province has sent a document providing comments on the appraisal of the feasibility study report for the Phu My 2 Bridge Investment and Construction Project under the public-private partnership (PPP) method and a build-transfer (BT) contract to the Ho Chi Minh City Department of Finance.

According to the Department of Finance of Dong Nai province, the feasibility study report for the project was prepared in accordance with the provisions of law on PPP, construction, other relevant regulations, and Resolution No. 521/NQ-HDND dated December 26, 2025, of the Ho Chi Minh City People's Council on the investment policy for the construction of Phu My 2 Bridge under the PPP method, which is appropriate.

The Department of Finance of Dong Nai province also believes that investment in the project will strengthen connectivity between Ho Chi Minh City and Dong Nai province, facilitate people's travel and the transportation of goods, and boost trade between the two localities. In addition, the project will open up multiple transport connection options from Tan Son Nhat International Airport (airport) and the center of Ho Chi Minh City to Long Thanh Airport, thereby improving the investment efficiency of the Long Thanh Airport Project and promoting the socio-economic development of Dong Nai province. Therefore, investment in the project is necessary.

The project is consistent with the socio-economic development plan of Dong Nai province approved by the Dong Nai Provincial People's Council in Resolution No. 43/NQ-HDND dated December 10, 2025, on the socio-economic, national defense - security development plan for 5 years (2026-2030) of Dong Nai province. It is consistent with the Dong Nai Provincial Master Plan for the period 2021-2030, with a vision to 2050, which has been approved for adjustment, and other approved sectoral, regional development plans and socio-economic development plans by competent authorities, as well as consistent with the overall and specific objectives with the current status of the industry, sector or locality, and the ability to solve problems required by the community.

Besides, investment in the project will bring socio-economic benefits to the Dai Phuoc and Nhon Trach communes, attracting investment once the project takes shape, while facilitating trade between the southern part of Dong Nai province and Ho Chi Minh City. It will upgrade regional infrastructure and improve the urban landscape in the area. The project will also have a positive impact on the socio-economic development of Dong Nai province, strengthen connectivity between Ho Chi Minh City and Dong Nai province, and improve the investment efficiency and operational capacity of Long Thanh Airport. It will expand development space along the route connecting to the project.

Currently, the Dong Nai Provincial People's Committee has also assigned its affiliated unit to carry out investment procedures for the road connecting the project to Provincial Road 25C. After the project is approved, Dong Nai province also proposes that the investor implementing the project proactively coordinate with the Dai Phuoc Commune People's Committee to organize compensation and site clearance in accordance with regulations.

Phu My 2 Bridge, Cat Lai Bridge, and Long Hung Bridge are bridges connecting Dong Nai province with Ho Chi Minh City that broke ground in mid-January 2026. Phu My 2 Bridge has a total length of about 6.3km, including the bridge section and the access road system, of which the section through Ho Chi Minh City is about 4.6km, and the section through Dong Nai province is 1.7km. The project has a total investment of more than 23 trillion VND.
