Dong Nai steps up energy efficiency to realize net-zero target

The Dong Nai People’s Committee has issued Plan No. 138/KH-UBND, dated March 17, 2026, to implement the program on economical and efficient  use of energy across the province in 2026.

The plan aims to raise public awareness, develop human resources and strengthen management capacity and economical and efficient use of energy across socio-economic activities.

It also provides guidance and support for production and business establishments to build energy performance indicators, adopt high-efficiency equipment and apply advanced technologies, while replicating energy-saving models. These efforts will contribute to sustainable development, environmental protection and climate change response, while supporting the realization of the net-zero emissions target by 2050. The plan also seeks to enhance legal compliance, promote energy management models and integrate renewable energy into production and business activities.

Accordingly, specific targets for 2026 include saving at least 2.1% of the province’s total electricity consumption, reducing the electricity loss rate to below 3%, and ensuring that 100% of public lighting systems use LED lights. In addition, the province will develop a scheme to install rooftop solar power systems for self-consumption at administrative offices, while aiming to cut material and fuel consumption by 5–8% in selected industrial sectors.

Key tasks include raising awareness through activities such as Earth Hour campaigns, seminars and training programs, alongside developing rooftop solar projects at public offices. The plan also prioritizes strengthening the capacity of major energy-consuming establishments to adopt energy management systems and technical solutions.

To ensure effective implementation, solutions will center on communication, consultancy and energy audits, mobilizing diverse resources, promoting training and technology transfer, and enhancing inspection and handing against violators.

The Provincial People’s Committee has assigned the Department of Industry and Trade as the standing agency responsible for leading coordinated implementation, monitoring progress, organizing related events and developing the rooftop solar scheme. Relevant departments, agencies, sectors, the People’s Committees of communes and wards, Dong Nai Power Company, enterprises and major energy users are required to formulate detailed plans, implement electricity-saving measures at their headquarters and submit periodic reports before November 10, 2026.

The provincial People’s Committee has also called on agencies, organizations, localities and businesses to strictly implement the plan, contributing to achieving the province’s sustainable energy-saving goals.
