Local government efforts to promote economic growth and development

At the opening session of the 8th Provincial Party Congress for 2005-2010 tenure held in the morning of December 21, Dong Nai Newspaper’s Kim Loan interviewed Chairman of the Provincial People’s Committee Vo Van Mot about key issues concerning economic and social development in period 2005-2010.

Reporter: Social and economic development goals set by the Dong Nai Provincial Party Committee (2005-2010 tenure) seems to be very high and quite perfect. What do you think about this matter?

Mr. Vo Van Mot: With great moral strength, the Dong Nai Provincial Party Committee (2005-2010 tenure) has set goals of social and economic development as a means of encouraging the growth of sustainable and legitimate sources of wealth. These goals refer to developments in the province that are moving toward a truly modern style. I think that we should try harder to achieve a permanently higher rate of growth of local economy in the next 5 years to ensure a healthy, growing economy. So innovation will drive quality change and productivity improvement in the local economy as well as help to increase the overall competitiveness of the local economy. At the same time, Dong Nai and other cities and provinces where are the engines of economic growth of the South region will work together to overcome slow economic growth in order to further strengthen the country’s industrialization and modernization process as well as spur globalization and the ongoing economic integration.

Reporter: What does the local government propose to reach or exceed the target of social and economic development?

Mr. Vo Van Mot: Certainly, there are many, many issues relating to achieving social and economic development goals. In my opinion, the most important factor is to mobilize all possible resources through the enhancement of provincial investments, effective use of available human, technology and business management. This helps to further promote economic growth in the province. Besides, local government will embark on an effort to develop a group of key industries in the province. The development of key industries will drive changes in service sector and agriculture. Thus, farmers will benefit from better living standards, enhanced rural productivity. On the other hand, we should pay close attention to local development plans that should match the regional ones. It is necessary to emphasize new urban areas and upgrade the old ones to minimize the concentration of the population. We should focus on the creation of new industrial parks and construction of modern infrastructure system. Also recognize the need to adopt and implement reasonably action plans aim to assure a bright future for the province.

Reporter: Our growth strategy must need to raise investment higher than in the previous 5 years. How do you think about this?

Mr. Vo Van Mot: In the next five years, to fulfill provincial development goals, we forecast that total capital mobilized from all sources at all levels of society will amount to VND 100,000 – 110,000 billion. This shows over twofold higher than the level recorded in 2001-2005. Therefore, we should take investment efficiency into account and appropriately manage. In addition, we are determined to fight against corruption, struggle against loss and waste of public property.

Reporter: What will local government do to manage and prevent environmental problems during economic development process?

Mr. Vo Van Mot: The overall economic development process and the fast growth of industry will cause environmental problems such as air and water pollution etc. Thus, to prevent serious environmental problems arising, we have prepared the most effective solutions for environment protection in industrial zones, industrial complexes and residential areas as well as the protection of the water environment in Dong Nai River and Tri An Lake. 

In the next time, Dong Nai will invest to upgrade material facilities. At the same time, we will pay special attention to the training of qualified personnel for protecting the environment and struggling against pollution. Besides, the promotion of surveying, researching natural conditions and resources of the province is now considered necessary to gain new momentum towards socially and environmentally sustainable development. Building of a central waste water treatment system and waste management system for local industrial parks should take high priority. The enterprises that cause environmental population must take the responsibility to thoroughly treat and overcome the pollution. If not, they will be punished. Also emphasize the need for local citizen mobilization to care for the environment and planning a series of educational campaigns in the next time with the aim of enhancing public awareness of the importance of environmental protection.
