A two-day seminar opened in Ha Noi on August 22 to help Vietnamese agencies, associations and businesses overcome the challenges of anti-dumping lawsuits.

As part of Canada’ s Policy Implementation Assistance Programme, the seminar introduced Canada’ s anti-dumping, anti-subsidy and protectionism laws. It aims to assist Vietnamese businesses to better prepare for the implementation of Viet Nam s anti-dumping measures.

Addressing the seminar, Dinh Thi My Loan, Head of the Competition Management Department under the Ministry of Trade, said while Vietnamese businesses are increasing exports, they are facing the challenges of anti-dumping lawsuits from around the world.

The number of anti-dumping, anti-subsidy and protectionism lawsuits has rapidly risen in the world over recent years, and requires every country to perfect their related legal documents in order to ensure justice in accordance with international trade rules, Loan said.

In line with this, Vietnamese businesses should be provided with information on anti-dumping and anti-subsidy laws of the countries Viet Nam exports to, so that they can protect themselves when facing such lawsuits, she said.

Between 2002 and 2004, the National Assembly passed the Ordinances on banning the dumping and subsidisation of imported goods and the Ordinance on protectionism while importing goods into Viet Nam . Furthermore, the Law on Competition which came into force in Viet Nam in May 2005 includes many regulations related to anti-dumping and protectionism.

Loan affirmed that with the participation of experts from Canada , the first country to implement measures to ensure justice in line with international trade rules and a big trade partner of Viet Nam , the seminar will provide Viet Nam with more experiences in executing the above-said legal instruments to protect the legitimate benefits of domestic production industries and market.
