The Resolution of the 14th National Party Congress and Politburo Resolution No. 68-NQ/TW, dated May 4, 2025, on private sector development identifies the private sector as one of the most important driving forces. The private sector plays an important role in the country's development.

Based on the Party Statutes, the Political Platform for national construction during the transitional period to socialism, theoretical foundations, practical experience, and the country's development requirements in the new phase, the 14th Party Central Committee issued Regulation No. 224-QD/TW on October 14, 2026, on Party members' participation in investment and business activities (referred to as Regulation No. 224).

Encouraging Party members to build wealth legally

A notable feature of Regulation No. 224 marks a shift in approach from merely permitting Party members to engage in business activities to actively encouraging and creating favorable conditions for them to build wealth legally and legitimately to contribute to national development. This approach expands opportunities for Party members to participate in the private sector. The regulation has attracted widespread attention from Party members and people from all walks of life.

Phu Cam Sang, Secretary of the Party Cell of Binh Loc Orchard Tourism Cooperative Group under the Binh Loc Ward Party Committee, expressed his support for and enthusiasm about the reform-oriented spirit of Regulation No. 224. According to Sang, the regulation provides additional motivation for Party members to fully develop their capabilities, uphold their pioneering and exemplary role in economic development, and strengthen their sense of responsibility toward Party organizations and the community.

In the coming period, the Party cell will encourage Party members to adopt new approaches to orchard tourism, improve service quality, foster a green, hospitable, and safe tourism environment, and promote local landscapes, agricultural products, and cultural characteristics to visitors. At the same time, Party members will be encouraged to share their experience, assist local residents in developing tourism, establish linkages between production and consumption, and improve economic efficiency. The Party cell will also focus on raising awareness of legal compliance, business ethics, and exemplary conduct while strengthening inspection and supervision to promptly remind Party members to strictly comply with Party regulations and State laws.

Nguyen Xuan Cu, a Party member and Director of Phu Cuong A Road Transport Co., Ltd. in Tam Hiep Ward, said he had served as a military truck driver along the Truong Son Trail before establishing his company more than 30 years ago. Several of the company's drivers are now Party members. They consistently set an example in complying with traffic regulations and demonstrate a strong sense of responsibility in performing their duties.

According to Cu, Party members are also citizens who aspire to improve their economic circumstances and improve living standards for themselves and their families. Practical experience has shown that financial stability enables Party members to work with peace of mind and devote their energy and intellect to fulfilling assigned responsibilities. Encouraging Party members to build wealth legitimately therefore not only improves their quality of life but also enables them to make greater contributions to society.

When participating in investment and business activities, Party members must comply with the law, ensure the quality of products and services, care for employees, and fully meet their tax obligations. In particular, they must not take advantage of their positions, authority, or the prestige of Party organizations for personal gain.

Contributing to the nation's economic development

According to Dang Quoc Nghi, Secretary of the Party Cell, President of the Dong Nai Young Entrepreneurs Association, and Member of the Central Committee of the Vietnam Young Entrepreneurs Association, the Party Central Committee's issuance of Regulation No. 224 on Party members' participation in investment and business activities represents a positive signal for the country's economic growth. The regulation provides a clear foundation for Party members to capitalize on their capabilities and resources, confidently engage in investment, build wealth legally, and contribute to society.

Participation in economic activities in accordance with regulations allows Party members to increase their incomes and better provide for their families. As production and business activities develop, their contributions become increasingly evident through job creation, income generation for workers, contributions to the State budget, and the stimulation of local economic activity. The Party's millions of members represent a vast pool of intellectual capacity, experience, professional expertise, and a sense of responsibility. If this potential is fully tapped and directed toward appropriate investment, production, and business activities, it will generate new momentum for the economy.

Dang Quoc Nghi emphasized that before becoming a Party member, every individual undergoes a process of developing political resolve, organizational discipline, and collective responsibility. These qualities must be reflected in responsible business practices, honoring commitments, respecting the law, caring for employees and fulfilling responsibilities to the community. This also presents an opportunity for Party members to take the lead in innovating business operations, applying science and technology, improving productivity, and developing sustainable business models. When every Party member embraces this spirit, the pursuit of lawful personal prosperity will go hand in hand with the responsibility to contribute to building their homeland and the nation.

" Regulation No. 224 encourages every Party member to translate their capabilities and aspirations to contribute tangible value that benefits the country."

Dang Quoc Nghi, Secretary of the Party Cell, President of the Dong Nai Young Entrepreneurs Association, and Member of the Central Committee of the Vietnam Young Entrepreneurs Association

At a conference organized by the Standing Committee of the Dong Nai City Party Committee on October 29 to implement the resolutions of the fourth plenum of the 14th Party Central Committee, Nguyen Van Ut, Deputy Secretary of the Dong Nai City Party Committee and Chairman of the City People's Committee, outlined the four categories of investment and business activities undertaken by Party members under Regulation No. 224. The first category covers professional activities and the exploitation of assets to generate income. The second involves investment and business activities that do not entail establishing economic organizations or exercising control, management, or executive authority. The third covers investment and business activities involving the establishment of economic organizations or exercising control over economic organizations without directly participating in management or executive operations. The fourth encompasses investment and business activities involving participation in management or operations.

This classification is particularly important in defining the rights and operational boundaries applicable to each group of Party members. Regulation No. 224 also specifies what Party members in each category are permitted and prohibited from doing. In particular, Party members outside the public sector are permitted to engage in all four categories of investment and business activities, as well as other activities not prohibited by law, without requiring approval from Party organizations. However, when assigned to perform public duties, Party members must not exploit their status, positions, or official relationships to secure unfair advantages for themselves or particular groups.

For officials under the management of the Politburo and the Secretariat, Regulation No. 224 stipulates that they may carry out professional activities, exploit assets to generate income, and participate in Group 2 investment and business activities without prior approval. However, they are prohibited from engaging in Group 3 and Group 4 activities or maintaining investments or business interests involving unmanaged conflicts of interest.

To ensure the effective implementation of Regulation No. 224, Nguyen Van Ut, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee, urged Party committees, Party organizations, and heads of agencies and units to thoroughly explain and disseminate the full contents of the regulation to Party members under their supervision. This is intended to ensure that every Party member clearly understands their rights, the boundaries of permitted activities, and their obligations and responsibilities.

Strict implementation of Regulation No. 224 will help bring into play the capabilities, experience, and resources of Party members, promote private sector development, and foster a transparent, healthy, and law-abiding investment and business environment. At the same time, it will help uphold discipline, order, and integrity while improving the quality of Party building in the new context.
