In addition to providing preferential loans, the Dong Nai Branch of the Vietnam Bank for Social Policies (VBSP) has proactively adopted new approaches to policy communication by offering in-person consultations and guiding residents through loan application procedures for purchasing or rent-purchasing social housing.
This proactive approach has helped address obstacles to accessing loans under preferential credit policies, opening up homeownership opportunities for low-income workers and laborers with the aim of helping them achieve stable living conditions and promoting sustainable social welfare.

Proactively bringing policy closer to residents
For many workers and laborers, owning an affordable home provides a foundation for a stable life and a better future for their families. However, considerable challenges remain in realizing this aspiration, including housing prices, loan eligibility requirements, administrative procedures, and long-term repayment obligations.
In this context, preferential credit policies for those purchasing or rent-purchasing social housing play an important role. To ensure their effectiveness, the provision of credit must be accompanied by proactive policy dissemination, clear guidance, and practical assistance to help eligible residents access loans.
Recognizing this need, the VBSP Dong Nai Branch has proactively coordinated with local authorities, relevant agencies, and social housing project developers to make information more accessible to those seeking housing loans. Instead of waiting for residents to approach the bank, credit officers meet residents in person to provide consultations and answer specific questions about loan eligibility, required documents, loan amounts, and repayment capacity.

At the K-Home Midtown social housing project developed by Kim Oanh Land in Trang Bom Ward, on-site consultations have provided workers and laborers with official information before they make important decisions on purchasing homes.
According to Nguyen Sy Cuong, Deputy Director of the VBSP Dong Nai Branch, bringing information about credit policies directly to residents enables the bank to better understand their actual needs, assist them in preparing loan applications, and develop loan packages and repayment schedules appropriate to each borrower's financial capacity.
A notable feature of this approach is its emphasis on addressing applicants' specific difficulties rather than merely explaining general regulations. Bank officers provide detailed guidance on eligibility requirements, necessary documents, estimated loan limits, and how to balance monthly income against repayment obligations. This helps residents fully understand their rights and responsibilities and prepare their loan applications with greater confidence.
In addition to organizing consultations at social housing projects, the VBSP Dong Nai Branch has diversified its communication channels through community meetings, gatherings of local associations, and activities organized by socio-political organizations. It has also intensified information dissemination through digital platforms and the VBSP SmartBanking application.

From policy awareness to dreams of homeownership
The effectiveness of these outreach efforts is reflected in residents' improved understanding of preferential credit policies, enabling them to make informed decisions suited to their families' circumstances.
Le Thi Hieu, a resident of Trang Bom Ward, said her family has four members. As her children have grown older, the need for stable housing has become increasingly pressing. After learning about the preferential loan program offered by the Vietnam Bank for Social Policies, her family sought further information and registered to purchase social housing. For her, access to clear information provided her family with a reliable basis for making long-term plans and preparations.
Similarly, Truong Hoang Nhat, a homebuyer at the K-Home Midtown project, said direct guidance from bank employees had helped him better understand loan eligibility requirements, necessary documents, and monthly repayment obligations. As his initial concerns were gradually addressed, his family became more confident in completing the home purchase process.
These experiences show that, in addition to the practical benefits of preferential credit, the timely provision of accurate and transparent information plays an essential role in helping workers realize their aspirations of homeownership. However, maintaining the long-term effectiveness of these policies requires continued, close coordination among the bank, local authorities, relevant agencies, and property developers. Communication efforts must remain closely aligned with residents' actual needs, while guidance on application procedures must be clear and convenient for applicants. Loan eligibility requirements must also be clearly explained so that eligible beneficiaries can determine whether they qualify, prepare the necessary documents, and develop feasible repayment plans.
