Hung Thinh Commune Party Committee leads economic development

Of the more than 5,763 hectares of natural land in Hung Thinh Commune, 85.3% is agricultural land. The commune has a relatively rich and diverse hydrological system, with a network of rivers, streams, and canals evenly distributed throughout the area, playing an important role in supplying irrigation water for agricultural production, particularly during the dry season.

Recognizing the commune's considerable potential for agricultural development, following its establishment and commencement of operations on July 1, 2025, under the two-tier local government organizational model, the Hung Thinh Commune Party Committee issued Action Program No. 07-CTr/DU on December 4, 2025, focusing on agricultural development in the commune.

Leveraging strengths for development

Le Manh Hung, Deputy Secretary of the Party Committee and Chairman of the Hung Thinh Commune People's Committee, said the commune has many advantages for economic development. Notably, National Highway 1 runs through the center of the commune. The commune is 22 km from the Dong Nai city center, about 50 km from Ho Chi Minh City, and about 25 km from Long Thanh International Airport, and it borders Bau Xeo Industrial Park.

The formation of Hung Thinh Commune with a larger area has brought both new advantages and new requirements for management and administration. One of the locality's important advantages is its relatively large agricultural land fund and long-standing tradition of agricultural production.

The commune has relatively flat terrain, with many areas of fertile basalt soil suitable for perennial crops. These natural conditions provide one of the foundations for Hung Thinh residents to develop high-value perennial crops, including pomelos and cocoa.

Regarding pomelos, more than 300 households in the commune cultivate the fruit on a total area of 426 ha, all of which is currently being harvested. The locality has Yi Hong Pomelo Cooperative, Tay Hoa Pomelo Cooperative Group, and one approved linkage chain covering 31.36 ha and involving 24 households. The purchasing unit is the Yi Hong Agricultural Service and Trading Cooperative. In 2025, local pomelo output reached approximately 690 tons and is projected to reach about 690 tons in 2026. The average selling price is about 15,000 VND/kg.

While pomelos constitute a relatively stable industry, Hung Thinh authorities have identified cocoa cultivation as a new development direction with significant potential. According to Tran Khac Duong, Deputy Head of the Economic Division of Hung Thinh Commune, about 300 households in the commune grow cocoa on a total area of approximately 250 ha, of which about 50 ha is being harvested and 200 ha has been newly planted. The locality has Loc Phat Agricultural Service and Production Cooperative, Trung Hoa Cocoa Cooperative Group, and one approved linkage chain covering nearly 90 ha and involving 105 households. The purchasing unit is Nhat Nong Agricultural Development and Trading Co., Ltd.

Cocoa output in 2025 was approximately 2,500 tons and is projected to reach about 3,000 tons in 2026. The current average selling price exceeds 10,000 VND/kg.

Supporting the people

"What we are most concerned about is not just expanding the cocoa growing area, but how to develop a high-value and sustainable cocoa industry," emphasized Le Manh Hung, Deputy Secretary of the Party Committee and Chairman of the Hung Thinh Commune People's Committee.

Reality shows that if farmers only grow and sell raw materials, the added value they receive remains limited. Hung Thinh authorities are therefore working to reorganize production into chains in which farmers serve as the primary producers; cooperatives gather farmers, provide guidance and technical support, and organize raw material areas; and businesses participate in supplying inputs, purchasing raw materials, processing, and marketing products.

In August 2026, the commune announced the decision approving the linkage plan and signed a contract for cocoa product consumption between Loc Phat Agricultural Service and Production Cooperative and Nhat Nong Agricultural Development and Trading Co., Ltd.

From the results Hung Thinh authorities have recently achieved and the roadmap and steps set for the coming period, it can be seen that a strong Party organization earns the trust of the people and promotes economic development. This provides a solid launchpad for the Party Committee, the authorities, and the people of Hung Thinh Commune to continue to unite, fully harness the locality's potential and advantages, and build their homeland into a model rural area that is culturally rich and sustainably developed.

This is a meaningful step for the locality, as the Party Committee and People's Committee of Hung Thinh Commune have determined that, to develop commodity agriculture, the issue of product outlets must be addressed; for businesses to have a stable source of raw materials, a controlled raw material area must be established; and for people to participate over the long term, the linkage chain must deliver practical benefits to producers. The leadership, direction, and organization of agricultural production in the commune are therefore being implemented according to this direction, with the aim of establishing a cocoa production area covering more than 250 ha by the end of 2026.

Ha Thanh Phuong, a resident of Trung Hoa Hamlet, Hung Thinh Commune, said his family is currently cultivating 1.5 ha of cocoa. The commune consistently provides technical guidance on cocoa cultivation and organizes visits for local people to learn from high-yield cocoa-growing models in Dong Nai, such as Ca Cao Trong Duc Co., Ltd. in Phu Hoa Commune and Ca Cao Cooperative Group in Dinh Quan Commune. Businesses guarantee the purchase of all products, providing market stability and greatly encouraging local people to maintain production.

Recently, during a study and fact-finding trip on economic development in Dong Nai City, a joint delegation of young officials from the Communist Party of Vietnam, the Lao People’s Revolutionary Party and the Cambodian People’s Party visited Hung Thinh Commune to learn about its cocoa cultivation development model. Alecvilay Soukchalern, Deputy Director of the Asia-Pacific and Africa Department of the External Relations Commission of the Lao People’s Revolutionary Party Central Committee, was highly impressed by the leadership role of the city's Party Committee and authorities in general, and the Party Committee and People's Committee of Hung Thinh Commune in particular, in connecting the authorities, businesses, and people, ensuring stable inputs and outputs for agricultural production, enabling people to feel secure in production, and ensuring stable livelihoods for the people. "With the experience from Dong Nai, we can apply it in our own locality," said Alecvilay Soukchalern.

Do Ngoc Nam, Secretary of the Party Committee and Chairman of the People's Council of Hung Thinh Commune, said that, with the leadership of the Party Committee, the administration of the authorities, and the consensus of the people in implementing the commune's socio-economic development programs, Hung Thinh Commune's socio-economic situation has remained stable and shown progress since the beginning of 2026.

By August 20, 2026, budget revenue in the commune had reached 122% of the assigned estimate for the year. The commune currently has more than 1,700 individual business households, 13 cooperatives, and three people's credit funds, contributing to job creation, higher incomes, and the promotion of people's production and business activities.

The One Commune, One Product (OCOP) program continues to receive attention. In 2026, the commune has maintained eight OCOP products, contributing to increasing the value and recognition of local products.

Other fields, including education, health, social security, job creation, care for people with meritorious services, and poverty reduction, have also been promoted, along with administrative reform and digital transformation. The rate of administrative procedures completed on or ahead of schedule reached 100%. Political security and social order and safety have been maintained.

Building on the results achieved, Hung Thinh authorities have determined that, in the coming period, the commune will develop agriculture toward increasing value per unit area, ensuring safe and sustainable production, in association with the market.

Hung Thinh authorities also focus on developing clean and organic agriculture; applying science and technology and digital transformation in production; and linking production with brand building and OCOP products. If conditions permit, the commune will also develop experiential and agricultural tourism models.
