Clear personnel, clear tasks, clear deliverables in poverty reduction

Recognizing poverty reduction and social security as a shared responsibility of the entire political system, Dau Giay ward is putting this principle into practice by providing long-term, tailored support to disadvantaged households.

Representatives of the Dau Giay ward Women's Union and Longwell Co., Ltd. present a study corner and gifts to a disadvantaged student.

From livelihood and employment support to caring for orphans, responsibilities are clearly assigned and resources are mobilized and matched to individual circumstances, helping residents gradually stabilize their lives and move toward greater self-reliance.

Support tailored to needs, sustainable livelihoods

A suitable livelihood is giving Bui Thien Tam's family in Bau Ham 2 quarter a chance to build a more stable life. Both Tam and his wife have health problems that limit their ability to work, while their two children are still in school, leaving the family facing financial difficulties.

At the beginning of 2026, Tam's family had 30 pairs of local-breed pigeons. After assessing the family's circumstances and capacity to raise pigeons, the Dau Giay ward’s Party Building Commission (PBC) provided an additional 15 pairs of French pigeons as breeding stock, enabling the family to expand its flock. The family now has 80 pairs, generating an income of around VND3 million a month. Tam also sells lottery tickets, typically 200-300 tickets a day, to earn additional income to cover living expenses and support his children's education.

Dau Giay ward currently has 26 Category A poor households, defined as households with at least one member capable of working, which are being supported by 13 agencies and organizations. The ward's PBC has been assigned to support two households, including Tam's family, which was selected to receive livelihood assistance based on its existing pigeon-raising activities.

To make poverty reduction efforts more targeted, the Dau Giay ward Party Committee has introduced a Sustainable Poverty Reduction Scheme for 2026-2030. Based on a review conducted at the end of 2025, the scheme covers 26 Category A poor households, 170 near-poor households and 124 Category B poor households, which are considered unable to escape poverty because of old age or illness. It aims to reduce the number of poor households by three to five households a year or more under the multidimensional poverty standards applicable for 2025-2030, while reducing the number of near-poor households by at least 10 a year. By 2030, Dau Giay ward aims to help poor households escape poverty sustainably and avoid falling back into poverty, with the goal of having no poor households remaining.

Le Thi Kim Trinh, Head of the Dau Giay Ward’s PBC, said each household has different circumstances and needs, so support measures are tailored accordingly. Households with the potential to develop their livelihoods are provided with livelihood support, those lacking jobs are connected with employment opportunities, while families with school-age children receive assistance with education and other essential needs.

Tam's family received livelihood support, while another household needed help overcoming employment difficulties. When this household's main breadwinner lost his job, the ward's PBC helped connect him with a job at a local business. Although he was unable to keep the job for long because of his health, support for the family has continued. The children receive scholarships, financial assistance and school supplies at the beginning of each academic year. Ward officials also visit the family every month to check on its situation and provide practical support as needed.

For each household, support is maintained in line with actual circumstances rather than ending after a single intervention.

Mobilizing resources for sustainable support

Alongside livelihood assistance, Dau Giay ward is focusing on mobilizing community resources to provide long-term support for people in need, particularly orphans and students from disadvantaged families.

The ward's Women's Union has identified disadvantaged orphans and mobilized local women's groups, together with organizations, businesses and benefactors, to implement the “Godmother” program. To date, 23 disadvantaged children have been matched with sponsors. The program provides not only material assistance but also long-term care and companionship, giving the children additional support to continue their studies, grow and develop, and pursue their dreams.

Nguyen Thi Kim Yen, the grandmother of Nguyen Thi Tham, a resident of Xuan Thanh quarter and one of the children receiving support, said: “Thanks to the support of agencies and mass organizations, my granddaughter has been able to attend school and has received scholarships, a health insurance card and a study desk. Our family can only express our sincere gratitude.”

Le Thi Kim Trinh, Head of the Dau Giay ward’s PBC, added that the ward has also launched a “Piggy Bank” initiative among officials and Party members, which has received an enthusiastic response. Each participant is encouraged to save at least VND10,000 a month, while many voluntarily contribute more. The most recent collection raised VND153 million. The money was used to provide scholarships, gifts and school supplies to disadvantaged students before the start of the new school year. The initiative will continue annually, creating an additional source of funding for education and social security programs.

Phan Dinh Ban, Standing Deputy Secretary of the Party Committee in charge of the Dau Giay ward Party Committee, said: “For the ward Party Committee, poverty reduction and social security are considered a shared responsibility of the entire political system. To ensure coordinated participation, we have emphasized from the outset the principles of clear personnel, clear tasks, clear responsibilities, and most importantly, clear results.”

Accordingly, the ward Party Committee's Standing Board has assigned specific agencies, organizations, the Vietnam Fatherland Front and mass organizations to take responsibility for supporting individual poor households and specific disadvantaged cases. Leaders of departments and agencies, along with officials and Party members, are required to visit households directly and coordinate with the quarter’s Party cell to gain a thorough understanding of their circumstances and needs.

 “For households with the potential to improve their livelihoods, we provide livelihood support. Those who need jobs are connected with employment opportunities. For orphans and children in particularly difficult circumstances, we need fundamental, long-term solutions,” Ban stressed.

Dau Giay ward aims to maintain responsible, long-term support, with each case assigned to a specific organization for follow-up and social resources mobilized according to actual circumstances, ensuring that assistance reaches the right beneficiaries, is used for its intended purpose and delivers practical benefits to residents.
