Implementing decisive, synchronized solutions to achieve 2026 growth and state budget revenue goals

On August 3, Deputy Secretary of the Dong Nai City Party Committee (CPC) and Chairman of the City People's Committee Nguyen Van Ut chaired the City People's Committee's meeting for July 2026.

Attending the meeting were members of the CPC’s Standing Board, including Permanent Vice Chairman of the City People's Committee Nguyen Kim Long and Vice Chairman of the City People's Committee Nguyen Tuan Anh. Also in attendance were CPC members and Vice Chairpersons of the City People's Committee Nguyen Thi Hoang and Ho Van Ha, along with leaders of departments and agencies.

According to the City People's Committee's report, the city's economy continued to maintain positive growth momentum in July 2026. The Index of Industrial Production (IIP) was estimated to have increased by 1.89% compared with the previous month and by 10.65% year on year, bringing the cumulative increase for the first seven months to 12.26%. The processing and manufacturing industry, together with the electricity production and distribution sector, continued to serve as the main drivers of growth. Meanwhile, the trade and services sector recorded positive performance, with total retail sales of goods and consumer service revenue in July estimated at more than 39 trillion VND, up 18.92% from the same period last year. The cumulative figure for the first seven months exceeded 263.2 trillion VND, representing a year-on-year increase of 17%.

Regarding goods import and export activities, export turnover for the first seven months was estimated at approximately 20.5 billion USD, including about 3.2 billion USD in July alone. As of July 31, total state budget revenue had reached 65% of the annual estimate and 43% of the stretch target.

In July, the city commenced construction of three key transportation projects – DT.770B, DT.773, and DT.769 – contributing to the development of a gateway transport corridor connecting to Long Thanh International Airport. The city also focused on resolving difficulties and accelerating the implementation of nine road and expressway projects. Domestic investment attraction reached approximately 854 trillion VND, while foreign direct investment (FDI) totaled 1.576 billion USD.

The meeting also reviewed several shortcomings identified during July, including uneven public investment disbursement and slow progress in compensation, site clearance, planning, and the development of land databases in several localities. To date, all 95 wards and communes have issued plans for universal health check-ups, but only 35 of them have implemented them.

Leaders of departments and agencies reported to the City People's Committee on the implementation of key assigned tasks. Specifically, the Department of Finance presented updates on state budget revenue and public investment disbursement, while the Department of Health reported on the implementation of universal health check-ups and investment in medical equipment for examination and treatment at hospitals across the city.

The Department of Education and Training also provided a detailed report on the reorganization of public preschools and general education schools, as well as preparations for the 2026–2027 school year, which remain among the sector's most urgent tasks. In addition, the Department of Science and Technology reported on the implementation of science and technology tasks and comprehensive digital transformation in support of the city's socio-economic development goals.

Concluding the meeting, Chairman of the Dong Nai City People's Committee Nguyen Van Ut emphasized that achieving double-digit economic growth and securing 150 trillion VND in state budget revenue are particularly important tasks requiring departments, agencies and localities to make proactive preparations and implement the tasks in a decisive manner.

He requested that all units candidly identify and report specific difficulties and obstacles to facilitate timely resolution, while strictly avoiding leniency or evasion in addressing shortcomings and inadequacies. He also directed the Department of Health to submit a detailed report and formally criticize the People's Committees of communes and wards that have yet to implement the universal health check-up plan.

The Chairman stressed the need to focus on resolving overdue tasks, accelerating public investment disbursement, strengthening measures on state budget collection, and promptly removing obstacles facing businesses. He underscored that the city's planning work must be expedited, noting that its timely implementation will directly influence the city's overall development in the new period.

The Chairman also instructed departments and agencies to urgently advise the City People's Committee on developing a plan to implement the Resolution of the 14th Party Central Committee’s third plenum on innovating Vietnam’s development model. Emphasizing the significance of the resolution for the city's development in the coming period, he requested departments and agencies to conduct thorough research and advise the City People's Committee in formulating an action program for submission to the CPC’s Standing Board, ensuring it closely reflects the city's actual conditions and delivers concrete results at an early date.
