In recent years, digital transformation and artificial intelligence (AI) have brought profound changes to many areas of social life. In the political system, AI not only supports work processing but also contributes to improving the quality of advisory work, management and operational efficiency, as well as labor productivity.
As digital transformation and AI continue to advance, information, education and mass mobilization (IEMM) work cannot remain on the sidelines. Leveraging digital platforms and new media helps enhance skills in accessing information and enables messages to be conveyed more quickly, accurately, and effectively.
Proactive adaptation
Nguyen Thi Hong Trang, Member of the Dong Nai City Party Committee (CPC) and Permanent Deputy Head of the CPC's Commission for IEMM, said that in implementing the Politburo's Resolution No. 57-NQ/TW dated December 22, 2024, on breakthroughs in the development of science, technology, innovation, and national digital transformation, together with the CPC's directive documents on implementing the resolution, the CPC's Commission for IEMM developed Plan No. 07-KH/BTGDV dated December 8, 2025, on deploying the application of science, technology, and digital transformation at the CPC's Commission for IEMM for the 2025-2030 period.

The plan aims to make breakthroughs in the application of digital technology, AI, and innovation, thereby comprehensively improving the quality, efficiency, proactivity, and persuasiveness of IEMM work in the new situation. It also calls for building a contingent of IEMM cadres in Dong Nai with digital competence and digital thinking to meet task requirements.
By 2030, the target is for 100% of documents and materials in the IEMM field to be digitized to provide input data for IEMM work. All IEMM work content will be handled in a digital environment, while information, data, and documents concerning IEMM fields will be provided officially and promptly. All meetings will be conducted in a paperless format, while conferences on the implementation of directives and resolutions and the provision of current affairs information will be organized online.
Each cadre and civil servant will have at least one AI tool to support their work and will receive training and instruction in the use of AI at work at least once a year.
To concretize the contents of Plan No. 07-KH/BTGDV, the CPC's Commission for IEMM has carried out a range of practical activities. Among them, it coordinated with the Global Vietnam Academy to organize training on the use of office AI for the commission's cadres and civil servants. During the training program, Dr. Nguyen Dinh Nam, a senior lecturer at Global Vietnam Academy, provided cadres and civil servants of the CPC's Commission for IEMM with basic knowledge of AI and instructed them in using AI tools for administrative and office work to optimize document and administrative procedure workflows. This helped cadres and civil servants gradually master technology, improve work performance, and reduce the time spent on manual tasks.
Verification required before use
Le Thi Thai, Member of the CPC and Deputy Head of the CPC's Commission for IEMM, said that alongside training on AI use, the CPC's Commission for IEMM has also provided all cadres and Party members in the unit with accounts for AI applications. This breakthrough step not only equips them with necessary digital skills but also creates the best possible conditions for each individual to proactively conduct research and apply AI technology directly to their daily professional tasks.
In carrying out its assigned task, the Provincial Party Committee's Commission for IEMM, now the CPC's Commission for IEMM, issued Plan No. 40-KH/BTGDVTU dated April 22, 2026, to organize thematic activities on "Party members pioneering in learning digital skills" within grassroots Party organizations across the city in 2026. This plan aims to create a strong shift in the awareness and actions of Party members in learning, raising awareness, developing digital skills, and promoting digital transformation at agencies and units throughout the city.
Recently, at the 2026 contest for excellent reporters and communications officers from the grassroots level to the city level in Dong Nai, most contestants knew how to apply AI in their presentations. This approach helps make presentations and oral communication work more attractive and vivid, thereby bringing the Party's guidelines and orientations, as well as the State's policies and laws, to cadres, Party members, and people from all walks of life more quickly, in a more relatable way, and with broader reach.
AI can be seen as opening up opportunities to elevate IEMM work. However, several issues must be taken into account when using AI. At the 2026 city-level contest for excellent reporters and communications officers, Dr. Dang Manh Trung, former Director and Head of the Standing Agency of the Party Central Committee's Commission for IEMM in the Southern region and Deputy Head of the Organizing Committee for the 2026 Dong Nai City contest for excellent reporters and communications officers, together with leaders of the CPC's Commission for IEMM, reminded contestants that communication and presentation content must be based on authoritative sources and consistent with Party resolutions. The exploitation and expansion of materials related to Marxism-Leninism and Ho Chi Minh Thought require accuracy, objectivity, and scientific rigor. All data, official documents and materials must come from verified and officially published sources. All citations concerning guidelines, politics, and ideology must be taken from sources appraised and published by competent authorities. When using AI, appraisal must be conducted to avoid errors.
At the training conference on the use of office AI for cadres and civil servants of the CPC's Commission for IEMM in June 2026, experts from the Global Vietnam Academy stated, "AI will not replace cadres, but cadres who know how to use AI can transform administrative efficiency."
At the conference reviewing IEMM work in the first six months of 2026 and deploying tasks for the last six months, Trinh Van Quyet, Politburo Member, Secretary of the Party Central Committee, and Head of the Party Central Committee's Commission for IEMM (now the Party Central Committee's Commission for Information and Education), emphasized that digital transformation in IEMM work had initially shown qualitative changes. The digital ecosystem for IEMM work, AI applications, the sector-wide information system, and a digital map for the early identification of “gaps” in ideological work show that the sector has begun to innovate its working methods and adopt digital-age tools to better fulfill its political tasks.
Trinh Van Quyet requested that one of the tasks in the coming period be to firmly protect the Party's ideological foundation while mastering cyberspace and AI. He stressed the need to turn AI, big data, and digital technology into the sector's capabilities; build an “accurate, sufficient, clean, live, unified, and shared” data warehouse; and develop an early warning system, a digital map for ideological work, and a tool for disseminating authoritative content.
