The “Digital Literacy for All” movement in Dong Nai has recently gained strong momentum, with the participation of the entire political system.

Through large-scale intensive training programs on municipal and national "Digital Literacy for All" platforms, digital transformation and the application of artificial intelligence (AI) are being promoted more deeply, bringing practical benefits to both state administration and the community.
Creative and effective models
The implementation of the “Digital Literacy for All” movement aims to disseminate fundamental knowledge of digital transformation and digital skills among the public, based on the principle of “Leaving no one behind.” The program focuses on equipping citizens with essential knowledge and skills for daily life, improving labor productivity, and building a community capable of adapting to digital transformation toward the development of a digital society and digital citizens.
According to the Department of Science and Technology, the implementation of the movement's assigned tasks and targets has been carried out rigorously and largely in line with the approved roadmap. A total of five implementation tasks were assigned to agencies and units, all of which have now been completed, achieving a completion rate of 100%. Regarding targets, four out of five assigned targets have been fulfilled, reaching 80%.
A number of creative and effective models have been widely deployed, generating strong spillover effects throughout Dong Nai's “Digital Literacy for All” movement. These include the Technology and Administrative Support Teams for Administrative Procedures; the "Wednesday - Fast, Efficient, People-Oriented Administration" initiative; the promotion of individual digital signatures for hamlet boards, hamlet security and order teams, and hamlet people's groups; and digital agricultural production and commercial digitalization. These models are tailored to the characteristics of each target group, making it easier for residents to access and utilize digital technology.
Nguyen Thai Son, Deputy Director in charge of the Binh Phuoc Ward Public Administrative Service Center, said the model of Technology and Administrative Procedure Support Team has been launched by the Binh Phuoc Ward People's Committee since August 2025. The team provides guidance and support through a hands-on approach, helping residents develop practical skills directly at the Ward Public Administrative Service Center or through home visits upon request, while expanding outreach through Zalo groups in neighborhoods and residential areas.
For vulnerable groups, the team has applied the principle of "On-site service – at-home support." This approach has helped many residents overcome hesitation in accessing online public services, contributed to increasing the number of online applications, and ensured that no one is left behind in the digital transformation process.
Speaking at a conference reviewing one year of the “Digital Literacy for All” movement organized by the Dong Nai People's Committee in early July 2026, Nguyen Van Manh, Vice Chairman of the Tri An Ward People's Committee, said coordination between community-based activities and direct guidance at the Ward Public Administrative Service Center has established a continuous support process. This has enabled residents to gradually develop digital skills while conducting transactions with state agencies and has shortened the time required to complete administrative procedures. In the coming period, the Ward People's Committee will continue maintaining and expanding the model to further improve service quality and create favorable conditions for integrating the “Digital Literacy for All” movement throughout the area.
Continuing to advance “Digital Literacy for All” movement
In early July 2026, the Dong Nai City People's Committee officially launched the “Digital Literacy for All” movement and the 2026 Digital Summer campaign across the city.
Pham Van Trinh, Member of the Dong Nai City Party Committee and Director of the Department of Science and Technology, said the movement will continue to prioritize key tasks and solutions to improve the effectiveness of outreach and ensure the substantive dissemination of digital skills. Relevant departments, sectors, and units will develop standardized digital learning materials, including short videos and infographics, tailored to the specific needs of elderly people and ethnic minorities. At the same time, research will be conducted to advise on formulating policies to support and provide allowances for community digital technology teams, enabling them to maintain effective operations and remain closely connected with grassroots communities.
The Department of Science and Technology, in coordination with the Dong Nai Youth Union, will launch and implement the 2026 Dong Nai Digital Summer Campaign. Under the campaign, Youth Union members, young people and students will be mobilized to serve as "digital ambassadors," following the motto of "going to every alley, knocking on every door" to eliminate "digital illiteracy" and assist residents in installing essential digital platforms in disadvantaged, remote, and isolated areas. The department will also strengthen coordination with the City Public Security to promote universal digital transformation and assess the level of public access to technology through the VNeID application.
Concluding the conference reviewing one year of the “Digital Literacy for All” movement and launching the 2026 movement in Dong Nai City, Le Truong Son, Member of the City Party Committee’s Standing Board and Vice Chairman of the City People's Committee, stressed that departments, sectors, and the People's Committees of communes and wards should continue to strengthen leadership and direction in implementing the “Digital Literacy for All” movement.
He emphasized that the Department of Science and Technology, as the standing agency, should lead and coordinate with relevant agencies, units, and mass organizations in continuing to advise the City People's Committee on the effective implementation of the movement while promoting the application of AI and emerging digital technologies in outreach, training, and support for residents, thereby helping to expand the movement's reach and deliver practical results.
