According to the decision, the planning area for the center covers more than 102 hectares in Tran Bien Ward, Dong Nai City. The center is planned to accommodate approximately 4,200–4,500 officials, civil servants, public employees, and staff, excluding visitors.
The detailed planning aims to concretize urban spatial development orientations in accordance with the approved master plan and urban zoning plan. It also seeks to concretize the policy of converting the Bien Hoa 1 Industrial Park into a mixed-use area for urban, commercial, and services while improving the environment; create a new Political–Administrative Center for Dong Nai City; encourage urban growth east of the Dong Nai River; and support the redevelopment of the current central area. The Dong Nai City Political–Administrative Center will be developed as a centralized, modern complex with synchronized technical and social infrastructure to meet the operational requirements of the city's Party, State, Vietnam Fatherland Front, and socio-political organizations in the new stage.
The project will also organize architectural and landscape spaces that are symbolic and reflect Dong Nai City’s status, ensuring harmony among administrative buildings, squares, conference centers, public spaces, parks, and water systems, thereby contributing to a civilized, modern, and distinctive urban image. It will ensure efficient use of land and natural resources, adapt to climate change, and support the development of green and smart urban areas while creating favorable conditions to attract investment and develop service, commercial, cultural, and public activities that support the administrative center. In addition, the project will develop a synchronized and modern system of technical, social, passive telecommunications, and digital infrastructure to meet the requirements of digital transformation, digital government, digital economy, digital society, and smart urban development orientations.
