Dong Nai focuses on building contingent of cadres meeting requirements of new development phase

On April 17, Vo Tan Duc, Deputy Secretary of the Dong Nai Provincial Party Committee (PPC), chaired a working session with the Party Committee of Phuoc Thai commune to review socio-economic performance, national defense and security, and Party-building tasks in the first quarter of 2026.

At the session, standing members of the Phuoc Thai Commune Party Committee reported that in the first quarter, alongside their own efforts, the Standing Committee and the Executive Committee of the commune Party Committee led the locality to achieve notable results across various areas. In particular, political security and social order remained stable, while the building of the Party and political system continued to receive attention. The commune admitted 13 new Party members, achieving 39.39% of the annual target set by the PPC.

On behalf of the standing members of the PPC, Vo Tan Duc, Deputy Secretary of the PPC, acknowledged and commended the collective efforts, sense of responsibility, and proactive approach demonstrated by leadership of the Phuoc Thai commune Party Committee, as well as heads of divisions and units, and the pool of officials, civil servants, public employees, and workers of other communes in recent years.

Vo Tan Duc called on the Commune Party Committee to continue effectively implementing the Action Program for the implementation of the Resolution of the 1st Commune Party Congress for the 2025–2030 term. Each Party cell under the commune Party Committee must translate the Party resolutions into concrete daily tasks, clearly defining priorities and breakthrough solutions based on the "six clarities": clear personnel, clear tasks, clear timelines, clear responsibilities, clear results, clear authority.

A strong emphasis was placed on building a clean, strong Party and political system, with internal unity serving as the “lifeblood” and “red thread” running throughout all activities. Particular attention should be given to building a contingent of cadres meeting requirements of new development phase, while also expanding Party membership among workers, pupils, students, and Youth Union members.

The commune was urged to strive to exceed its state budget revenue targets assigned by the provincial government, contributing to the province’s overall efforts to surpass the 2026 budget estimates.

At the same time, local authorities were encouraged to create favorable conditions for businesses to operate stably and effectively, thereby supporting socio-economic growth.

Land management and planning must be strictly enforced to prevent illegal construction and improper land use. Administrative reform efforts should also be intensified, ensuring that no dossiers are processed beyond the deadlines, while digital transformation and the application of information technology should be further promoted to enhance the delivery of online public services.

In addition, the commune was instructed to strengthen its performance in local military and defense tasks; maintain political security and public order, ensure traffic safety, and step up efforts to combat crime and social evils. Greater attention should also be paid to citizen reception and the timely resolution of complaints, petitions, and feedback.

Regarding the commune’s proposal on early issuance of land price adjustment coefficients and project-specific land valuation, the standing members of the Provincial Party Committee assigned the Department of Agriculture and Environment to take the lead in coordinating with relevant units to finalize and advise the provincial People’s Committee on the issuance, creating favorable conditions for communes and wards to implement. The performance results must be reported to the PPC within April 2026.

The Department of Home Affairs has also been tasked with leading and joining forces with related units to guide localities to continue contracting qualified and experienced personnel who do not yet meet civil servant standards, in order to maintain administrative operations amid post-merger staffing shortages. It has also been assigned to take the lead and coordinate with relevant units to organize training courses to improve the capacity of grassroots cadres to meet task requirements under the new government model, with results to be reported to the PPC in May 2026.
