Chairman of the Dong Nai People’s Committee, Nguyen Van Ut, inspects land clearance for Huong Lo 2 project

On the morning of April 2, Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee (PPC) and Chairman of the Dong Nai Provincial People’s Committee, conducted an on-site inspection of compensation and land clearance work for the Huong Lo 2 project (section from National Highway 51 to the Ho Chi Minh City – Long Thanh – Dau Giay Expressway). Accompanying him were leaders of several provincial departments, agencies, and the People’s Committees of localities where the project passes through.

The Huong Lo 2 project is one of Dong Nai’s key urban infrastructure projects, playing an important role in completing the urban transport network. The route is expected to form a traffic axis connecting urban areas along the Dong Nai River, ensuring synchronization and modernization while also supporting urban renovation and spatial development.

In early March 2026, Dong Nai launched Component Project 1 under this project, covering compensation, support, and resettlement. The route is more than 9.4 km long, designed to a full scale of 8 lanes with a 60-meter right-of-way and a total investment of nearly VND5.9 trillion. The project is divided into two component projects. Component Project 1, focusing on compensation, support, and resettlement, is funded by public investment capital and involves land acquisition of over 55 hectares. Component Project 2 involves the construction of the Huong Lo 2 route under a public-private partnership (PPP) model.

At the inspection, a representative of the Provincial Land Fund Development Center reported that the total investment for Component Project 1 had increased compared to the initial estimate, necessitating procedures to adjust the project’s investment policy before implementation.

Delivering his directive remarks at the inspection, Nguyen Van Ut, Chairman of the Provincial People’s Committee, requested the Department of Finance to coordinate with the Provincial Land Fund Development Center to promptly finalize the dossier for adjusting the project's investment policy and submit it to the Provincial People’s Council at its April 2026 session. The Provincial Land Fund Development Center is to coordinate with localities along the route to step up public communication and encourage early site handover, with the aim of commencing construction by the end of April 2026.

Bui Van Hoa Street is approximately 5.5 km long, starting at its intersection with National Highway 1 (Tam Hiep underpass) and ending at a roundabout connecting with Vo Nguyen Giap Street. It is a key arterial route linking Bien Hoa urban area with the Bien Hoa - Vung Tau Expressway. However, the road currently has a carriageway width of only 12-15 m and carries heavy traffic volumes, leading to frequent congestion, particularly during peak hours. Dong Nai province has therefore approved plans to upgrade and expand the route.
