Facilitating workers’ participation in election of deputies to NA and all-level People’s Councils

Chairman of the Dong Nai Provincial People’s Committee, Nguyen Van Ut, has signed Official Dispatch No. 3319/UBND/KGVX dated March 5, 2026, on creating favorable conditions for workers to vote for deputies to the 16th National Assembly (NA) and People’s Councils at all levels for the 2026–2031 term. The document was sent to the Department of Home Affairs; the Dong Nai Economic and Industrial Zones Authority; enterprises and production and business establishments; the Dong Nai Cooperative Alliance; cooperatives; as well as economic organizations, socio-political organizations and socio-professional organizations.

Accordingly, to ensure citizens’ electoral rights and obligations and to create favorable conditions for workers, especially those working in industrial parks and non-state enterprises, to exercise their voting rights in accordance with the law, the Chairman of the Provincial People’s Committee requested enterprises and socio-economic organizations to proactively develop production and business plans and arrange reasonable work shifts on election day so that workers can fully participate in voting within the legally prescribed time frame. Overtime or additional shifts must not coincide with voting hours, except in special cases, and even then workers’ voting rights must be safeguarded. Enterprises are also required to coordinate in disseminating information about the significance and importance of the election while fully implementing salary policies and other legitimate rights of workers during the time they participate in voting as regulated.

The Dong Nai Economic and Industrial Zones Authority is tasked with directing and guiding enterprises to strictly implement these measures while coordinating with the People’s Committees of communes and wards where industrial parks are located to review and update the voter lists of workers and employees who are temporary residents.

The Department of Home Affairs is required to coordinate with the People’s Committees of communes and wards to inform enterprises outside industrial parks and economic zones in the province to strictly implement the above requirements. Meanwhile, the People’s Committees of communes and wards are required to take the lead and coordinate with enterprises in the locality to compile, review, and publicly post voter lists for workers in accordance with legal regulations. They are also responsible for facilitating residency verification to support voter list preparation and for actively discussing appropriate voting arrangements with enterprises to ensure convenience, safety, and compliance with regulations.
