At the first session of the 11th Dong Nai Provincial People’s Council for the 2026–2031 term, Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee (PPC) and Chairman of the Provincial People’s Committee, delivered an acceptance speech after being re-elected Chairman of the Provincial People’s Committee for the new term.

Emphasizing that this is a turning point of great significance, Chairman of the Provincial People’s Committee affirmed a strong determination to achieve breakthroughs, elevating Dong Nai into a centrally governed city and a leading hub for industry, logistics, and modern urban development nationwide.

A historic opportunity and the need for innovative thinking

Opening his speech, Nguyen Van Ut,  Chairman of the Provincial People’s Committee, expressed his great honor while fully acknowledging the heavy responsibility entrusted to him by the Provincial People’s Council. He extended sincere gratitude to Vu Hong Van, Member of the Party Central Committee, Secretary of the PPC, and Head of the Provincial National Assembly Delegation, as well as to former provincial leaders, delegates, and the people.

The head of the provincial government noted that Dong Nai possesses a solid foundation for future development, thanks to its strong industrial base, strategic location in the Southeast region, and increasingly synchronized infrastructure driven by key national projects.

However, great opportunities always come with significant challenges. To realize the aspiration of becoming a centrally governed city, he stated, “We cannot follow the old path; we must boldly renew our development mindset, methods, and governance approaches.”

Five strategic orientations shaping the future

In his new position, Nguyen Van Ut, Chairman of the Provincial People’s Committee, committed to working with the Provincial People’s Committee to decisively implement five key orientations:

First, transforming the development model: shifting Dong Nai from an “industrial province” to a “modern industrial–urban–service city,” with science, technology, innovation, and digital economy as the core drivers.

Second, achieving a breakthrough in strategic infrastructure: leveraging transport, urban, and logistics infrastructure as a springboard to create new development space and enhance Dong Nai’s position in regional and national connectivity.

Third, administrative reform: building a modern, effective, and efficient government; transitioning from a “management-centric ” mindset to a “service-oriented” approach, placing citizens and businesses at the center to create a transparent and competitive investment environment.

Fourth, improving quality of life: promoting human development and ensuring harmony between economic growth and socio-cultural development, building Dong Nai into a place worth living, working, and contributing to.

Fifth, ensuring national defense and security: maintaining social stability as a solid foundation for rapid and sustainable development.

Taking decisive action for the common good

Concluding the speech, Nguyen Van Ut, Chairman of the Provincial People’s Committee, emphasized that the path toward comprehensive transformation requires strong political determination and unity across the entire political system. He expressed his expectation for continued close leadership of the PPC, effective supervision of the Provincial People’s Council, coordinated efforts from provincial departments, agencies and localities, as well as active support from the business community and the people.

Chairman of the Provincial People’s Committee affirmed his commitment: “To always uphold bravery, integrity, and dedication; to act decisively, dare to think, dare to do, and dare to take responsibility for the common good; to stay close to the people, listen to them, and serve them with the highest sense of duty."
