Dong Nai Provincial Party Committee issues plan on universal health insurance coverage for new phase

Standing Deputy Secretary of the Dong Nai Provincial Party Committee Ton Ngoc Hanh has signed and issued Action Plan No. 46-KH/TU dated January 19, 2026, to implement Directive No. 52-CT/TW dated October 3, 2025, of the Party Central Committee’s Secretariat on promoting universal health insurance (HI) in the new period.

According to the plan, the central objective is to raise awareness and responsibility among Party committees, Party organizations, authorities at all levels, and society as a whole regarding the role and significance of the health insurance policy; clearly define the responsibilities of each level and sector in implementing universal health insurance sustainably and effectively, in line with local practical conditions.

The Standing Board of the Provincial Party Committee has requested all Party committees and authorities to regard the implementation of universal health insurance as a regular and long-term political task. Targets for health insurance coverage must be incorporated into annual and long-term socio-economic development resolutions, programs, and plans.

Currently, Dong Nai province has more than 4.2 million people holding health insurance cards, covering 95 percent of the population. The province aims to raise the health insurance coverage rate to over 96 percent by end-2026 and to achieve universal health insurance by 2030.

The action plan also emphasizes the need to study and propose improvements to health insurance policies and laws, focusing on expanding entitlements, diversifying insurance packages, and ensuring the balance and sustainable development of the health insurance fund. At the same time, the scope of coverage will be gradually expanded to include preventive healthcare services, chronic disease management, regular health check-ups, and early screening for certain illnesses, especially non-communicable diseases.

In addition, acts of late payment or evasion of health insurance contributions will be handled strictly, with responsibilities assigned to relevant agencies, units, and enterprises. Efforts will also continue to improve the quality of health insurance-covered medical examination and treatment; invest in facilities and medical equipment, especially at the grassroots healthcare level; and accelerate administrative reform, digital transformation, and the application of artificial intelligence and big data in managing and supervising health insurance medical costs, thereby creating maximum convenience for people in accessing healthcare services.

The Standing Committee of the Provincial Party Committee assigns the Provincial Party Committee’s Commission for Information, Education and Mass Mobilization to take the lead in monitoring, inspecting, and urging implementation; the Party Committee of the Provincial People’s Committee to lead the concretization of tasks and solutions; and subordinate Party committees to seriously organize implementation and periodically report results in accordance with regulations, contributing to the successful realization of the universal health insurance goal in the new period.
