On January 20, the Dong Nai Provincial Party Committee issued Report No. 143-BC/TU summarizing the implementation of the Project on Leadership and Management of Youth Affairs in Dong Nai Province to 2030, in accordance with Conclusion No. 396-KL/TU for the 2023–2025 period.

According to the assessment of the Provincial Party Committee, after three years of implementation, the Project on Leadership and Management of Youth Affairs in Dong Nai Province through 2030 has achieved many significant results. Leadership and direction have been strengthened, while localities and units have translated policies into practical plans and action programs that are closely aligned with real-life conditions. Inspection and supervision have been emphasized, and implementation difficulties have been promptly addressed. State management of youth affairs has made progress, with support policies on vocational training, employment, entrepreneurship, and living conditions implemented in a coordinated manner, particularly for disadvantaged, ethnic minority, and policy-entitled youth.
Coordination among the Vietnam Fatherland Front, socio-political organizations, and the Youth Union has become increasingly close. Youth Union and Association organizations have proactively advised Party committees and authorities; renewed content and methods of operation toward effectiveness and substance; and youth movements have developed both in breadth and depth. The contingent of Youth Union cadres has been trained and matured; the role of youth has been promoted, contributing to socio-economic development, ensuring national defense and security, and building a strong grassroots political system.
In the coming period, Dong Nai Province is required to accelerate digital transformation in line with building a digital government, a digital economy, and a digital society, aiming to foster rapid and sustainable growth. As such, issuing a conclusion along with the Project on Leadership and Management of Youth Affairs for the 2026–2030 period in a coordinated, substantive, and sustainable manner is critically important.
The Provincial Party Committee requests the Provincial Party Committee’s Commission for Information, Education and Mass Mobilization to take the lead, in coordination with the Party Committee of the Provincial People’s Committee, the Party Committee of the Vietnam Fatherland Front of Dong Nai Province, and relevant agencies and units, in advising the Provincial Party Executive Committee to lead and direct the formulation of the Youth Affairs Project in Dong Nai Province for the 2026–2030 period. At the same time, it is tasked with orienting communication work and directing provincial press agencies to strengthen communication and dissemination of the Party’s guidelines and policies, as well as the State’s laws and policies on youth and youth affairs.
The Party Committee of the Vietnam Fatherland Front of Dong Nai Province and provincial socio-political organizations are to develop and refine operational models suitable to the new organizational model; promote their role in social supervision and criticism of the implementation of the Youth Affairs Project; participate in contributing opinions to improve mechanisms and policies related to youth; and mobilize resources to support the comprehensive development of young people.
The Party Committee of the Provincial People’s Council is to lead and direct relevant agencies and units to study, advise, and propose the issuance of thematic resolutions on mechanisms and policies supporting youth; prioritize the budget for training and developing young human resources, and supporting innovative start-ups; and supervise the allocation of the funding for project implementation.

The Party Committee of the Provincial People’s Committee is to lead and direct the Provincial People’s Committee to review and assess the effectiveness and practical value of resolutions, programs, and plans related to the promulgated Youth Development Strategy, serving as a basis for formulating, adjusting, and organizing the implementation of the project across the province, ensuring synchronization and unity, and avoiding overlap. At the same time, relevant departments and sectors are assigned, based on their functions, tasks, and assigned authority, to proactively advise and coordinate in organizing the implementation of the project’s tasks and solutions in accordance with the issued mechanisms and policies.
Party committees of communes and wards are to lead and direct People’s Committees at the same level, along with grassroots departments, sectors, and mass organizations, to organize the implementation of the project in their localities; and to monitor, inspect, and supervise the implementation of the project’s targets at the local level.
