On January 9, Politburo member and Prime Minister Pham Minh Chinh chaired the national conference on boosting public investment for 2025 and 2026. The meeting combined in-person and online participation from provinces across the nation. At the Dong Nai venue, Provincial Party Committee member and Vice Chairman of the provincial People’s Committee Ho Van Ha led the local session.

According to the Ministry of Finance, in 2025, the Prime Minister allocated more than VND 902 trillion in public investment capital to ministries and central agencies. Including additional allocations from local budgets and carryovers from previous years, the total capital to be disbursed exceeded VND 1.1 quadrillion. By the end of December 2025, public investment disbursement had reached over VND 755 trillion, equivalent to 83.7 percent of the Prime Minister’s assigned plan, an increase of 3.4 percentage points and more than VND 206 trillion in absolute value compared to the same period in 2024.
For Dong Nai, the Prime Minister allocated over VND 31.8 trillion in public investment for 2025. The provincial People’s Committee distributed more than VND 36.8 trillion, covering the full central allocation and adding over VND 5 trillion from local sources. As of January 8, 2026, the province had disbursed more than VND 22.7 trillion, equivalent to over 71% of the central plan.
Excluding VND 9.2 trillion, including over VND 8 trillion for the western North–South Expressway’s Gia Nghia–Chon Thanh section for which the National Assembly approved an extension of the disbursement period through 2026, and VND 1.2 trillion newly allocated for the Long Thanh International Airport area drainage project (Phase 1) - Dong Nai’s disbursement rate reached 100.7% of the central allocation.
The State Treasury’s Region XVII is focusing on disbursing the remaining approved works from December 2025 and outstanding compensation payments in January 2026. Dong Nai is expected to disburse over VND 24.6 trillion for its 2025 public investment plan by January 31, 2026, reaching 109% of the central allocation after excluding the VND 9.2 trillion rolled over to 2026.
At the meeting, Prime Minister Pham Minh Chinh emphasized that there are approximately 20 days remaining to fully disburse the 2025 public investment budget by January 31, 2026. He also stressed the need to immediately begin allocating and implementing projects to accelerate the disbursement of the 2026 public investment funds.
The Prime Minister emphasized that public investment is a critical priority and a core political responsibility. Under Politburo Regulation No. 366-QĐ/TW, which sets the framework for reviewing and evaluating the performance of officials and collectives, the effective disbursement of public investment funds is explicitly included as a key criterion for assessing performance.
Government spending through public investment directly stimulates aggregate demand and serves as a key tool for stabilizing the macroeconomy and maintaining major economic balances. Public investment drives growth by catalyzing private and foreign direct investment, generating widespread ripple effects, boosting production and business activity, creating jobs, and supporting livelihoods, thereby raising total social investment and promoting rapid, sustainable development. It also provides strategic infrastructure, enhances national competitiveness, opens new development opportunities, reduces production and operational costs, saves time, and strengthens the competitiveness of goods and services.
Accordingly, the Prime Minister stressed the need to complete the 2025 public investment disbursement and to promptly allocate and deploy 2026 funds from the outset. He emphasized the importance of strong leadership and oversight to ensure full utilization, supporting double-digit growth for 2026.
