Proactively listening to residents' feedback

In recent times, the Vietnam Fatherland Front (VFF) at all levels in Dong Nai City has introduced various channels for receiving residents' feedback, while upgrading existing models in connection with the "Listening to the People" Month.

These efforts have enabled the VFF to continue to more effectively fulfill its role as a bridge between residents and the Party and local authorities in developing social life.

Multiple models for listening to residents

Hamlet 6 in Nha Bich Commune was established through the merger of parts of Minh Lap 3, Minh Lap 4, and Minh Thang 7 hamlets under the administrative restructuring policy. Following the merger, the hamlet covers a large natural area of more than 1,100 hectares and has 850 households. As most residents rely on agriculture, many families live in concentrated residential areas. Meanwhile, others live directly on their farmland, with considerable distances between households.

To quickly connect residents in the newly established hamlet, the Hamlet 6 VFF Working Board, in coordination with the Party cell, hamlet administration, and member organizations, promptly expanded community Zalo groups, with representatives of individual households joining the groups. As a result, communication with residents has remained uninterrupted. Meanwhile, information about activities in the residential area can be quickly conveyed to the community.

Similarly, in Bien Hoa Ward, for more than a month, community Zalo groups in six neighborhoods have been upgraded, with each household having a representative join the common group. When information concerning the residential area is posted, most households are promptly informed. Likewise, whenever unexpected problems arise, residents can report them through the Zalo groups, enabling neighborhood authorities and ward police to respond quickly.

Nguyen Thi Thu Van, a resident of Buu Hoa 2 Quarter, said that when a resident faces financial or other difficulties and needs assistance getting to a hospital, neighbors post information in the community Zalo group. "The neighborhood administration then comes to verify the situation, and neighbors work together to help the patient receive treatment," Van said.

In Nhon Trach Ward, since July 2026, the ward's VFF Committee, together with VFF Working Committees in the seven quarters and member organizations, has launched and put into operation the "Digital Mailbox for Listening to Residents" model at the headquarters of the seven neighborhoods and the ward Party Committee. Each mailbox has a QR code for residents to submit feedback online and also accepts written submissions containing issues they wish to raise. Every Monday and Wednesday, VFF officials open the mailboxes to collect residents' opinions. For feedback related to residents' legitimate and lawful rights and interests, the Standing Board of the ward's VFF Committee reviews the submissions and forwards them to the competent agencies or units for resolution, while monitoring the results.

According to statistics from the Dong Nai City Vietnam Fatherland Front Committee, all communes and wards across the city have now established "Listening to Residents" models. These initiatives have created additional channels for residents to express their concerns, aspirations, recommendations, proposals, and opinions on issues affecting their daily lives. They have also helped local authorities stabilize administrative operations and community activities more quickly following the restructuring of hamlets and neighborhoods.

Strengthening the VFF's role as a bridge

The "Listening to Residents" models across Dong Nai City help translate into practice the policies and orientations of the Standing Board of the VFF Central Committee regarding the organization of "Listening to the People" Month activities. They also contribute to implementing the VFF’s Action Program for the 2026-2031 term, the Resolution of the 1st Dong Nai Provincial (now Dong Nai City) Party Congress for the 2025-2030 term, and Resolution No. 05-NQ/TU dated May 1, 2026, issued by the Dong Nai City Party Committee's Executive Board on launching a special 500-day-and-night emulation campaign themed "Solidarity – Discipline – Efficiency – Breakthrough, Building a Civilized and Modern Dong Nai."

According to Luu Thi Ha, vice chairwoman of the Dong Nai City Vietnam Fatherland Front Committee, these models allow VFF committees at all levels to receive residents' opinions through direct submissions at offices, conferences, forums and residential areas; suggestion boxes; 24/7 QR-code feedback systems; "Morning with Residents" sessions; "One-Touch Feedback – Instant Reception"; the "Listening to the People" Month section on official websites; official fan pages; and community Zalo groups. These channels help strengthen the political role of VFF and socio-political organizations in mobilizing and consolidating the great national unity bloc, protecting residents' legitimate rights and interests, promoting grassroots democracy, and participating in Party and government building.

Alongside receiving feedback, the Standing Boards of VFF committees at the city, commune, and ward levels clearly assign responsibilities for receiving, classifying, forwarding, and monitoring submissions, as well as compiling the results of their resolution. The results are periodically made public through VFF information channels so residents can stay informed and monitor the process.

To equip VFF officials at all levels with the skills needed to implement the "Listening to Residents" models, the city, communes, and wards have also coordinated to organize training courses on professional expertise and the application of digital transformation to their work. These efforts have helped strengthen the capacity of VFF officials at all levels.

Speaking to VFF officials from Emulation Cluster No. 1, comprising the 10 ward-level VFF committees of Tran Bien, Bien Hoa, Tam Hiep, Ho Nai, Long Binh, Long Hung, Phuoc Tan, Tam Phuoc, Tan Trieu and Trang Dai, Ha Anh Dung, Member of the Standing Board of the City Party Committee, Standing Vice Chairman of the Dong Nai City VFF Committee, said residents' legitimate feedback, recommendations, concerns and aspirations collected through "Listening to the People" Month activities provide important and objective information for VFF standing boards at all levels to understand public sentiment and promptly identify issues emerging at the grassroots level. On that basis, VFF committees at all levels compile and classify the information, advise and recommend solutions to Party committees, and coordinate with local authorities and relevant agencies to consider and address issues of concern to residents.
