Cashless benefit payments improve convenience for revolutionary contributors

Receiving monthly allowances through personal bank accounts is becoming increasingly common among revolutionary contributors and their families in Dong Nai.

The cashless payment model not only provides greater convenience for beneficiaries but also improves administrative efficiency and supports digital transformation in implementing preferential policies for revolutionary contributors.

A more convenient way to receive benefits

For years, Nguyen Thi Loan, the daughter of a martyr living in Thac Mo quarter, Phuoc Long ward, has received her monthly allowance directly through her personal bank account instead of collecting it in person. Loan said receiving her monthly allowance via bank transfer has made the process much more convenient.

"When the payment date comes, the money is transferred directly into my account, so I no longer have to travel or wait as I did before," she said.

Officials at the Binh Minh commune Public Administrative Service Center review applications through the digital system to process administrative procedures for local residents.

Though seemingly a small adjustment, the new payment method has made benefit collection more convenient while helping modernize the implementation of preferential policies in a more transparent and efficient manner. To maximize its effectiveness, local authorities across Dong Nai have introduced a range of coordinated measures.

In Binh Minh commune, implementing preferential policies for revolutionary contributors remains a key task, with digital applications and cashless payments identified as major priorities.

Speaking at the mid-year review conference of the home affairs sector, Hoang Quoc Viet, Deputy Head of the commune's Culture and Social Affairs Division, said Binh Minh currently manages 113 revolutionary contributors and their relatives receiving monthly preferential allowances. Following the introduction of the two-tier local government model, the volume of administrative records and management data has increased significantly, requiring benefits to be administered accurately and promptly. The commune therefore regularly reviews beneficiaries’ information, updates databases and coordinates closely with relevant agencies to resolve any emerging issues.

According to Viet, the commune aims not only to ensure policy implementation complies with regulations but also to make procedures as convenient as possible for residents. Alongside administrative reforms, the commune has encouraged beneficiaries to open bank accounts and provided assistance throughout the process. For elderly beneficiaries or those with limited access to banking services, officials have visited households to provide direct guidance and complete the required procedures.

As a result, all applications under the commune's authority were processed on time and in accordance with regulations during the first half of 2026. All beneficiaries in the commune now receive their monthly allowances through personal bank accounts.

Viet said the cashless payment model not only benefits recipients but also facilitates monitoring, management and cross-checking data, while reducing payment errors.

Advancing digital transformation in social policy implementation

The cashless payment model is being implemented not only in Binh Minh commune but also across many localities throughout Dong Nai.

According to the Department of Home Affairs (DoHA), the city currently manages nearly 85,000 records relating to people with meritorious services and their families.

In the first half of 2026, the sector processed more than 1,000 applications, paid monthly allowances to nearly 85,000 beneficiaries totaling more than VND277.7 billion, and provided one-time benefits worth over VND2.47 billion to 130 recipients.

Alongside ensuring the timely and full implementation of preferential policies, the city has continued expanding cashless benefit payments. As of June 2026, 12,892 out of 13,399 beneficiaries had received their allowances through personal bank accounts, equivalent to 96.22%, an increase of 21.49% compared with the previous month.

Expanding cashless payments not only allows beneficiaries to receive allowances more conveniently and promptly but also strengthens administrative management and enhances transparency in policy implementation. It is also an important step toward accelerating administrative reform and digital transformation while improving public services.

Speaking at the conference, Nguyen Thi Hoang, Vice Chairwoman of the Dong Nai People's Committee, praised the home affairs sector for ensuring the timely and full payment of allowances to revolutionary contributors. She also urged the DoHA and local authorities to continue fully implementing preferential policies for people with meritorious services and their families while effectively carrying out activities to honor and care for them. Hoang commended localities for actively promoting cashless payments, helping raise the proportion of beneficiaries receiving allowances through bank accounts to more than 96%. At the same time, Vice Chairwoman requested the DoHA and localities to continue ensuring the full and timely implementation of preferential policies for revolutionary contributors and their families in accordance with the law, while effectively carrying out activities to honor and care for revolutionary contributors.

In the coming period, the DoHA will continue coordinating with localities to review and update beneficiary data, ensure the timely implementation of preferential policies and further expand cashless payments with the aim of increasing the proportion of beneficiaries receiving allowances through personal bank accounts.
