In recent times, the justice sector of Dong Nai province has closely followed the leadership and direction of the Party, the Government, and the Ministry of Justice, while effectively implementing socio-economic development goals and tasks according to the resolutions of the Provincial Party Committee, the Provincial People's Council, and the plans of the Provincial People's Committee.

With a proactive, creative, and highly responsible spirit, the entire sector has excellently completed its assigned tasks, continuing to affirm its role as a solid legal foundation for the province's development in the new period.

These outstanding results were clearly affirmed at the Conference to deploy justice work in 2026 and orientation for the 2026-2030 term.

Outstanding results

One of the important imprints of Dong Nai's justice sector in 2025 was the continued arrangement and consolidation of the organizational structure and staffing in a streamlined, effective, and efficient manner, meeting the requirements of the new situation. The Department of Justice proactively reviewed and developed a plan for arranging affiliated public non-business units; and at the same time, it established a working group to support localities, promptly resolving difficulties and obstacles in the process of implementing and operating the 2-tier local government model.

The inspection and review of legal normative documents were carried out with focus and emphasis, closely adhering to reality, associated with improving the effectiveness and efficiency of law enforcement, ensuring discipline and order in the work of drafting and promulgating legal normative documents. In 2025, the Department of Justice self-inspected 113 legal normative documents issued by the Provincial People's Committee; conducted inspections within its authority of 427 legal normative documents issued by the People's Councils and People's Committees at the communal level. Through inspection, the department provided opinions on 36 decisions issued by the commune-level People's Committees, which were seriously absorbed and handled by localities, contributing to ensuring the constitutionality, legality, uniformity, feasibility, transparency, and accessibility of the legal system.

Le Xuan Quy, Chief of Staff of the Department of Justice, stated: The application of information technology and digital transformation is identified as a key task. The department has synchronously implemented the inter-connection with the province's modern one-stop software, the National public service portal, and the shared software of the Ministry of Justice. As a result, the rate of on-time resolution of administrative dossiers and procedures reached over 99 percent, contributing to improving the quality of service for people and businesses and promoting administrative reform.

"Previously, in the province, there were some judicial support organizations that did not strictly comply with legal regulations, ethical rules, and professional conduct in their own professional activities. Faced with this situation, the department closely coordinated with the Provincial Bar Association, the Provincial Notary Association, and relevant agencies to strengthen monitoring, inspection, and promptly rectify and handle violations. Thanks to this, the judicial support professional activities in the province have seen many positive changes," Quy shared.

Do Thi Anh Dao, Head of the Department of Law Building and Dissemination, stated: The work of legal dissemination and education continues to be strongly innovated, especially with the application of information technology and digital transformation. Promoting the effectiveness of the electronic information portal on legal dissemination and education, organizing online contests on legal knowledge, and disseminating information through social networks have helped bring laws to the people faster, more effectively, and at a lower cost.

In 2025, the entire province organized nearly 12,300 dissemination sessions with over 1.1 million participants, including 245 online sessions with over 25,500 participants. In particular, 51 legal knowledge contests attracted over 1 million contestants. In addition, units compiled over 20,400 documents, and posted over 5,900 legal communication, dissemination and education materials on portals, electronic information portal... Notably, Dong Nai piloted models where each conciliation team had at least one legal expert, and communal level was exemplary in grassroots conciliation, which initially brought about positive changes.

Orientation for key tasks in the upcoming period

Nguyen Thi Hong Phuoc, Deputy Head of the Administrative Justice Department, stated: Civil status work is one of the important tasks because it is closely linked to a person's legal identity from birth to death. In the past, the Department of Justice promoted communication, propaganda and legal education on civil status and nationality in many localities across the province. The content focused on the Law on Civil Status 2014 and related documents; at the same time, it popularized regulations on nationality in cases involving foreign elements such as adoption, marriage, divorce, birth registration... Thanks to this, the effectiveness of propaganda has brought many clear changes, helping officials, civil servants, workers, and the people raise their awareness, proactively comply with legal regulations, and limit errors in the process of carrying out administrative procedures.

Nguyen Trong Tri, Deputy Director of the Department of Justice, said: Building on the achievements of 2025, the Dong Nai justice sector has identified 8 key tasks to be implemented in the coming period. These include effectively implementing the development of legal normative documents, especially the deployment of newly promulgated laws, decrees, and circulars; strengthening the inspection and review of legal normative documents to promptly detect and handle illegal, contradictory, overlapping, and impractical regulations; continuing to improve and enhance the quality of the province's legal normative documents updated on the National Database of Laws.

In addition, the Department of Justice continues to improve the effectiveness and efficiency of state management and the quality of public services in the fields of civil status, nationality, authentication, judicial assistance, legal aid, and legal support for businesses. It will closely coordinate with relevant agencies in advising the Provincial People's Committee to promote international cooperation on law, meeting the development requirements of the locality in the new period. It will strengthen inspection, citizen reception, resolution of complaints and denunciations, and prevention and combat of corruption, negativity, and wastefulness in accordance with the Party's directives and legal regulations, focusing on areas prone to corruption and negativity. The department will also enhance coordination with departments, sectors, agencies, and units to improve the quality and effectiveness of legal work, judicial work, and association work...

Pham Thi Bich Thuy, Provincial Party Committee member and Director of the Department of Justice, emphasized: In the context of increasingly high task requirements, all officials, civil servants, and public employees of the Dong Nai justice sector will continue to unite, innovate, pioneer, and promote their role as the core advisory agency in refining the institutions and building a law-governed socialist State.
