The plan sets objectives to improve fertility levels toward replacement fertility; enhance reproductive health; maintain gender balance at birth; effectively capitalize on the golden population structure; adapt to population aging; implement a reasonable population distribution; and continuously improve population quality across the province.
Dong Nai aims to increase the crude birth rate by 0.2% annually, with the population projected to reach approximately 4.86 million by 2030; reduce the fertility gap between regions and areas by 50 percent; and ensure that 100 percent of women of reproductive age have access to modern contraceptive methods and reproductive health care services. The province also sets the goal of maintaining the sex ratio at birth below 109 boys per 100 girls and preventing child marriage and consanguineous marriage.
The plan places strong emphasis on improving population quality through specific targets, such as: 90 percent of young couples receiving counseling and health check-ups before marriage; 70 percent of pregnant women screened for at least 4 common congenital disorders; and 90 percent of newborns screened for at least 5 congenital conditions. The average life expectancy is targeted to reach 78 years, with healthy life expectancy at 68 years.
In addition, Dong Nai is stepping up measures to adapt to population aging, with the goal of more than 50 percent of communes and wards meeting age-friendly criteria; 100 percent of older people holding health insurance cards and receiving regular health management and care. Completing the population database and integrating population factors into the development of strategies, planning, and socio-economic development plans are also identified as key tasks.
