At present, a number of regulations issued by the central government and Dong Nai provincial authorities classify people under 35, women, and single mothers as groups eligible for priority access to social housing policies.
At the national level, since 2023, the Government has approved the Project on Building One Million Social Housing Units and Workers’ Housing for the 2021–2030 Period. The project demonstrates the Government’s determination to ensure the right to adequate housing for all citizens, particularly residents and workers in major urban centres and industrial localities where affordable housing remains in short supply.
Most recently, on October 10, 2025, the Government promulgated Decree No. 261/2025/ND-CP, which took effect immediately. The decree raises the income ceiling for those eligible to purchase social housing by more than 30 percent compared with the previous regulation and, for the first time, specifies the income level applicable to single parents with young children. The new provision has been hailed as both reasonable and practical, reflecting current living standards and incomes in urban areas, as well as the growing social trend of young people choosing to live independently.
In addition to classifying young people as a priority group, the State Bank of Vietnam has implemented preferential interest rate policies for young buyers of social housing in 2025, as directed by the Government. Under this policy, borrowers will enjoy an interest rate 2 percent per year lower than the average rates of the four state-owned commercial banks (Agribank, BIDV, Vietcombank, and Vietinbank) during the first five years, and 1 percent lower for the subsequent ten years. This policy is expected to help young people realise their dream of home ownership while encouraging them to build long-term attachments to their jobs and localities.
In Dong Nai province, alongside efforts to expand social and workers’ housing, the local authorities have paid particular attention to vulnerable groups. On July 1, 2025, the provincial People's Committee issued Decision No. 08/2025/QD-UBND, which stipulates the standards, eligibility criteria, and conditions for the purchase, rental, and hire-purchase of social housing. The decision lists single mothers, women, and individuals aged under 35 as priority applicants. This regulation not only demonstrates fairness but also represents the province's empathy and support for disadvantaged people, particularly young workers and single parents.
Prioritising access to social housing for those aged under 35, women, and single mothers is more than just a housing policy; it is a humane and socially responsible welfare measure. It helps foster social stability and motivates the young workforce to remain committed to the province's long-term development.
According to Director of the provincial Department of Construction Nguyen Anh Tuan, Dong Nai province currently has around 600,000–650,000 people in need of housing, equivalent to 150,000–160,000 apartments. In addition to securing appropriate land resources, facilitating project implementation by enterprises, and allocating preferential loans, the issuance of clear criteria, approval procedures, and priority lists represents a key step in promoting social housing development. This will help build civilised, modern localities where every citizen can enjoy stable living conditions, pursue livelihoods, and achieve sustainable growth.
