Enhancing the quality of career counseling and job placement for laborers

In recent times, the Dong Nai Provincial Employment Service Center (ESC) has promoted career counseling and orientation for laborers and connected jobs, developing human resources. However, for the labor market in Dong Nai to develop sustainably, improving the quality of counseling and job placement is an urgent task to meet the current labor supply and demand.

Applying digital transformation in job counseling

Since the beginning of the year, the Dong Nai Provincial ESC has made many efforts in job counseling and placement activities. In particular, the unit has actively implemented digital transformation, using online channels such as: website, fanpage, Zalo, and phone counseling to post recruitment information and connect with laborers. At the same time, it organizes direct and online job transaction floors on a regular basis, creating conditions for laborers and businesses to meet and conduct interviews…

According to Nguyen Van Canh, Director of the Dong Nai Provincial ESC, implementing the National Digital Transformation Program, the center promotes online job counseling and placement; propagates and guides laborers to submit applications for unemployment benefits through the National Public Service Portal. This is a big step forward to optimize the process, saving time and travel costs for laborers. In addition, the center also provides information about the recruitment needs of businesses under various forms to expand access channels for laborers to find job opportunities, attend interviews, and quickly return to the labor market.

The Dong Nai Provincial ESC also proactively prepared all necessary conditions regarding equipment, technical means, and digital technology infrastructure to effectively coordinate with ESCs of other provinces and cities in the Southern region in organizing online job transaction sessions.

With many innovative approaches, in the first 9 months of 2025, the Dong Nai Provincial ESC counseled over 106,000 workers and recommended job opportunities for nearly 13,000 people. In addition, the center also organized 13 job transaction floors with 238 participating businesses, achieving 70% of the annual plan.

Le Dinh Cong (residing in Long Hung ward, Dong Nai province) said: He just found a new job at an electronics manufacturer after being counseled and introduced by the Dong Nai Provincial ESC.

According to Cong, after reading the recruitment information of businesses posted on the center's fanpage, he went to the center's office to register for job seeking. After only 4 days, he received an interview call from the business and was quickly hired.

Cong shared: "If in the past, laborers had to bring their resumes directly to businesses to find jobs and wait for interview opportunities, now, recruitment information is posted daily by the Dong Nai Provincial ESC through many channels, helping laborers know suitable job positions to submit applications for interviews. What's special is that laborers can submit applications online without having to travel much, and there are more job opportunities for them to choose from."

Improving labor connection work

Although job counseling and placement have achieved many positive results, amid the rapid development trend of the economy and fluctuations in the labor marketsuch as changes in employment structure, increasing demand for high-quality human resources, or localized job shortages due to difficulties of businesses the quality of counseling and job placement still needs to be further improved to truly become an effective bridge, bringing sustainable jobs to laborers.

In 2025, according to the Dong Nai Provincial Employment Service Center, over 1,000 businesses have recruitment needs for nearly 4,000 job positions, requiring close to 82,000 workers. However, the labor force only meets about 20-30% of this demand. Given this situation, the Dong Nai Provincial Employment Service Center is focusing on strengthening job connections through various channels and job fairs to meet the human resource needs of businesses.

At a working session with the Dong Nai Provincial Employment Service Center last September, Vu Trong Binh, Director of the Department of Employment (Ministry of Home Affairs), stated: Dong Nai is an industrial "capital" with a huge demand for human resources. To enable Dong Nai to continue its strong industrial development and attract investment, policies are needed to attract and retain human resources. Ensuring social welfare policies and sustainable employment must be implemented synchronously so that workers can feel secure in their commitment and contribute to the province's socio-economic development.

Vu Trong Binh proposed: The Dong Nai Provincial Employment Service Center should develop a long-term development plan for the center and identify its key tasks as employment services, labor market information, and employment counseling for laborers. In addition, it should link with businesses to train in practical occupations and supply labor to businesses. At the same time, personnel should be assigned to closely monitor industrial parks and businesses to ensure that counselors promptly and accurately grasp employment trends and the actual recruitment needs of businesses; and to understand and provide information on the labor market, jobs, and recruitment needs to resolve employment for laborers.
