Improving the material and spiritual well-being of the people is a key measure of the effectiveness of the Party's leadership and governance. At the same time, it reflects the effective implementation of the principles of "putting the people at the root" and "placing the people at the center," contributing to a stronger bond between the Party, the State, and the people.

During the 2020–2025 term, ensuring social security has remained a top priority for Party committees, government authorities, and the political system at all levels, from the provincial to the grassroots, contributing to improvements in the material and spiritual well-being of the people.
Joining hands to implement social security policies
Nguyen Tan Phu, Vice Chairman of the Dong Nai Provincial Committee of the Vietnam Fatherland Front, said: Closely following the Resolution of the Provincial Party Congress, the Vietnam Fatherland Front (VFF) Committees at all levels have mobilized social resources to, together with the state budget, support and assist poor households, near-poor households, and people in difficult circumstances... helping them have more opportunities to rise out of poverty and overcome difficulties.
Accordingly, to have resources, annually, the Standing Committee of the VFF Committee of the province, the Standing Committee of the Provincial Fund for the Poor Campaign, all have plans and official dispatches guiding the VFF in localities to implement the plan to mobilize and develop the Fund for the Poor and focus on building great solidarity houses and implementing SS programs associated with the implementation of the "All people unite to build new rural areas, civilized urban areas" campaign; the Sustainable poverty reduction program; the "Emulation movement for the poor - leaving no one behind, eradicating temporary houses, dilapidated houses" launched by the Prime Minister and the Central Committee of VFF.
In parallel, the Vietnam Fatherland Front (VFF) at all levels has stepped up communication efforts by coordinating with press agencies to develop special columns and reports on poverty reduction, the construction of Great Solidarity Houses, and especially on exemplary households that have escaped poverty thanks to support from the "For the Poor" campaign. At the same time, during peak months dedicated to people experiencing poverty, the Standing Committee of the provincial VFF and its member organizations carry out various activities to honor and commend collectives and individuals who actively support the campaign. These efforts help encourage broader participation and engagement from organizations and individuals in the "For the Poor" campaign.
According to Nguyen Tan Phu, Vice Chairman of the Dong Nai Provincial Committee of VFF, in addition to the core role of the Fatherland Front at all levels, member organizations such as: The Provincial Labor Federation, the Provincial Women's Union, the Provincial Youth Union, the Provincial Veterans Association, the Provincial Red Cross, the Provincial Farmers' Association... all have specific and practical activities contributing to the implementation of social security policies.
To ensure social security and leave no one behind, in addition to state resources, it is essential to continue mobilizing social resources to care for people experiencing poverty and the vulnerable, and to develop mutual assistance models within communities. In ethnic minority areas, border regions, and other disadvantaged localities, beyond support measures, there must be efforts to raise awareness, mobilize participation, and create conditions for people to harness their own strengths, strive for economic development, and stabilize their lives.

Dong Nai, known as an industrial "capital" with a large workforce, places strong emphasis on improving the material and spiritual well-being of union members and workers—an ongoing priority at all levels of the trade union system. On occasions such as Tet, Workers’ Month, and the founding anniversary of the Vietnam Trade Union, trade unions from the provincial level to the grassroots consistently organize meaningful activities to support union members and workers, especially those facing difficult circumstances.
The "Trade Union Meal" model, which has been maintained for many years, not only provides nutritious meals for union members and workers but also helps strengthen the bond between the trade union organization and its members. With a wide range of models and activities designed for union members and workers, the Dong Nai Provincial Labor Federation is regularly recognized and highly evaluated by the Vietnam General Confederation of Labor.
Bui Thi Hanh, Vice Chair of the Provincial Women's Union and Head of the Provincial Women's Affairs Committee, said that during the past term, Women's Union branches across the province implemented numerous programs, movements, and models to support women and children in difficult circumstances. Among them is the “Godmother” program, launched by the Central Vietnam Women's Union in October 2021. By mobilizing and connecting organizations and individuals to provide regular sponsorship for orphans affected by COVID-19, the program has been widely recognized for its humanity and has received strong support from officials, union members, women, and the broader community.
To date, more than 1,100 orphans and children in difficult situations, including all children orphaned due to COVID-19, have received sponsorship. These children are not only supported materially but also receive emotional and psychological care, giving them a stronger foundation as they grow up.
Along with the "Godmother" Program, WU levels have also mobilized hundreds of billions of VND to build new and repair nearly 300 "houses of compassion," awarded thousands of scholarships, health insurance cards, and livelihood models. Implementing the "Accompanying women in border areas" program, the WU has mobilized to build houses, toilets, and provide livelihoods and scholarships for women and children in difficult communes, both within and outside the province.
In the communes and wards of the province, the work of ensuring social security and leaving no one behind is given attention.
Nguyen Hieu Trung, Standing Deputy Secretary of the Song Ray Commune Party Committee, said that the implementation of social security policies has been a key focus of the commune’s Party Committee, government authorities, Fatherland Front, and mass organizations.
During the past term, Song Ray commune focused on mobilizing contributions to the "Gratitude Fund" and effectively implementing poverty reduction efforts in connection with the National Target Program on New Rural Development and the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas. At the same time, social insurance and health insurance policies were vigorously carried out, resulting in a steady increase in participation.
In addition to supporting vulnerable groups, the commune has also placed strong emphasis on vocational training and job creation for rural workers. These efforts have gradually improved living conditions and created opportunities for poor households, disadvantaged individuals, and vulnerable groups to rise out of poverty.
No one left behind
Thanks to SS policies, people's lives are gradually improving. For poor and difficult households in remote, ethnic minority, and border areas..., SS policies are considered a support for them to overcome difficulties in life.
About 2 months ago, with the spirit of "mutual affection" and "the strong helping the weak," the Phu Nghia Commune Women's Union (Dong Nai province) visited, encouraged, and provided 3.5 million VND and 10kg of rice to Thi Phuong and her children in Thac Dai village, Phu Nghia commune. In her difficult time, receiving the care and support from the Commune Women's Union, Phuong could not hide her emotions.

"I don't know what to say other than 'thank you.' Thank you to the Commune Women's Union, thank you to the sisters who reached out to help my children and me in our difficult time. I feel comforted and motivated to try to overcome this difficult period," Thi Phuong confided.
Nham Thi Men, Chair of the Phu Nghia Commune Women's Union, said that Thi Phuong and her children are facing many hardships. Her husband has passed away, and she is raising school-aged children on her own. Her part-time work is unstable, and not long ago, she was involved in a traffic accident that left her unable to work. In light of her situation, the Commune Women's Union mobilized support in the hope of alleviating some of the difficulties she and her children face.
“Beyond Phuong’s case, in the time ahead, we hope to continue supporting more members in difficult circumstances, ensuring that no one is left behind,” Men said.
Housing is one of the most basic and essential needs for every household, especially for disadvantaged families in ethnic minority and mountainous areas. At the same time, mobilizing the construction of homes for young cadres and Youth Union members facing difficulties also contributes to the province-wide Movement to Eliminate Temporary and Dilapidated Houses.
In recent years, the Provincial Youth Union and the Vietnam Youth Federation (VYF), from the provincial to grassroots levels, have actively mobilized resources to build new houses or repair existing ones for disadvantaged households in rural areas, communities heavily affected by natural disasters, and low-income families in ethnic minority regions, helping them to stabilize their lives and work toward a better future.
Right on the occasion of the 80th anniversary of the successful August Revolution, National Day September 2, and the 80th anniversary of the Traditional Day of the People's Public Security (August 19), Vo Van Muoi's family (in Hamlet 2, Dai Phuoc Commune, Dong Nai Province) was delighted to officially move into a new, sturdy house, ending the long days of living in a dilapidated temporary house.
Muoi's family is one of the disadvantaged households, whose house had been dilapidated for a long time, but they did not have the means to repair or rebuild it. From June 2025, the Provincial Youth Union and the Provincial Youth Union coordinated with the (Provincial) Police Department for Administrative Management of Social Order to start construction of the October 15 House, with an area of 50m2 and a total cost of 150 million VND. In addition to the funding from the Provincial Youth Union, the Provincial Youth Union, and the Administrative Management Police Department for Social Order, the completion of this project also involved the participation and contribution of local authorities, mass organizations, union members, and youth in supervising and providing technical support to ensure the project was completed on schedule and with quality.
The 2025–2026 academic year has just begun. This occasion is an opportunity for all levels of government, sectors, organizations, and individuals to show care and support for students, especially orphans, children with disabilities, and those from poor or disadvantaged families, to help them stay in school.
This year, Nguyen Le Phi Yen (residing in Tran Bien Ward, Dong Nai Province) entered her first year at Dong Nai University, so her study expenses also increased significantly. Five years ago, her mother passed away due to COVID-19. Her father sells street food, and his work is erratic. Knowing Yen's difficult circumstances, the Provincial Women's Union recently awarded 5 million VND from the support fund of Long Thanh Golf Investment and Business Joint Stock Company (JSC) to children orphaned due to Covid-19, which helped Yen feel secure in enrolling in university.
According to the Provincial Committee of the Vietnam Fatherland Front, in 2025, using resources from the Fund for the Poor, the Fatherland Front at all levels built 1,334 houses worth over 111 billion VND for policy beneficiaries, people with meritorious service, poor households, near-poor households, and families in difficult circumstances across the province. It also provided support to northern mountainous provinces and ethnic minority areas; presented gifts to policy families, poor households, and disadvantaged individuals; and awarded scholarships to poor but hardworking students.
It can be said that since 2020, efforts in social security and job creation have been implemented comprehensively and effectively. Particular attention has been given to supporting people with meritorious service and those under social protection. The National Target Program for Sustainable Poverty Reduction has been carried out effectively, ensuring that poor households have access to and benefit from essential social services. To date, Dong Nai province has completed the Target Program to eliminate temporary and dilapidated housing. State support policies for workers have also received attention, helping create an environment that attracts high-quality labor from other provinces to work and settle in Dong Nai.
Additionally, the health insurance coverage rate in the province has reached 95%. Investment in and upgrading of clean water projects and infrastructure have been a key focus. At the same time, the National Target Program on socio-economic development in ethnic minority and mountainous areas has been effectively implemented, contributing to improvements in both the material and spiritual well-being of people living in remote, isolated, and border regions.
