According to the Provincial Youth Union, as of mid-July 2025, Dong Nai province has established over 480 “Skillful Mass Mobilization” models for sorting reusable and recyclable solid waste at source (referred to as the model).

In the second quarter of 2025, Youth Union branches at all levels, in coordination with the Women’s Union and the Department of Agriculture and Environment, conducted over 900 communication sessions and mobilized more than 80,000 households to implement the model. As a result, over 110,000 kg of reusable and recyclable solid waste was collected at source, generating nearly VND 43 million in total. Through communication and mobilization efforts, public awareness of classifying reusable and recyclable solid waste at source has seen a significant improvement.
However, according to assessments from the key implementing units (including the Provincial Women’s Union, the Provincial Youth Union, and the Department of Agriculture and Environment), due to the restructuring of administrative units and the consolidation of organizational structures and personnel in some agencies, the implementation of the model has faced certain limitations and has not fully met the province’s guidelines. Therefore, these units have proposed expanding the model to 95 communes and wards after the merger, ensuring consistency and uniformity in directing and organizing the implementation across the entire province.
On this basis, the Provincial Youth Union has issued an official dispatch requesting Youth Union branches of affiliated communes and wards to continue implementing the model. Specifically, Youth Union branches are to further coordinate with the Women’s Union and the local Economic Office/Economic, Infrastructure, and Urban Office to strengthen communication, raise awareness among youth union members about environmental protection, the harmful effects of waste, and the benefits of classifying reusable and recyclable solid waste at source. At the same time, they are encouraged to propose practical ideas and solutions to implement the model effectively.

In addition, they coordinate with media agencies to develop and publish special pages, columns, and articles on the activities of Youth Union members participating in environmental protection and in classifying recyclable and reusable solid waste.
They also participate in social oversight of projects, policies, and socio-economic development programs that impact the living environment, doing so in a constructive, scientific, and objective spirit. In addition, it is essential to advise Party committees and local authorities to promptly commend and reward organizations, individuals, and exemplary role models who have effectively implemented the model.
