Addressing at the opening of the course, Vice Secretary Phan Thi My Thanh of the provincial Party Committee hoped the participants to access more knowledge about international relations, understand thoroughly about international relations and consistent standards of diplomatic skills, to be more confident in communication and receiving delegations in Vietnam and foreign countries.
The course will last until October 8.
