May 6 saw Vietnam’s Minister of Science and Technology Nguyen Quan and US ambassador to Vietnam David Shear, sign an official agreement on peaceful civilian nuclear energy cooperation (The 123 Agreement), authorised by Prime Minister Nguyen Tan Dung and US President Barack Obama.
The agreement was first initiated between Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh and the US Secretary of State John Kerry in Brunei on October 10, 2013 under the framework of the 23rd ASEAN Summit.
It laid a foundation for Vietnam to access advanced nuclear technologies originated from the US in order to implement Vietnam’s nuclear power projects.
Minister Quan emphasised that the signing of the agreement marked an important milestone in the Vietnam-US relations in using nuclear energy for peaceful purposes.
In addition, the pact will open up huge prospects for both sides to promote concrete projects on the application of radiation and the development of nuclear for each nation’s socio-economic development.
The scale of cooperation includes the use of nuclear energy, research and application of civilian reactor technologies, management of fuels, infrastructure development and the training of human resources.
