Local authorities across the city are guiding residents in installing features offered by digital platforms and applications for residential communities. This helps people access and benefit from the conveniences of digital technology while accelerating local digital transformation.

Strengthening interaction between residents and local authorities

The DC4.0 platform is being piloted in several localities across Dong Nai to improve residential area management, maintain household and population records, disseminate information, receive public feedback and gradually shift quarter and hamlet administration to the digital environment.

Huynh Thanh Phu, Head of Tan Thanh quarter in Tran Bien Ward, said the implementation of the platform would help modernize local management, information exchange and community activities. It would also improve information dissemination, the handling of residents’ feedback, task implementation and the monitoring of work progress on digital platforms. The quarter is currently accelerating data entry for approximately 1,200 households to ensure their information is synchronized with relevant databases and strengthen interaction between residents and quarter administrators.

According to the Department of Science and Technology (DoST), as of October 2026, the DC4.0 platform had been set up for 595 villages, hamlets and quarters across 95 communes and wards, with information on more than 245,000 households digitized and uploaded to the system. Nearly 9,800 households had logged in and actively used the platform, while 37 of the 95 communes and wards had generated data through the system.

The implementation of the platform is intended to modernize the management and operational practices of village, hamlet and quarter management committees. The platform serves as a digital bridge to strengthen coordination, information sharing and direct interaction among grassroots authorities, village, hamlet and quarter officials and residential communities. Through using an application on internet-connected smartphones, residents can update their personal information, receive announcements and neighborhood meeting invitations, submit feedback and express their concerns, and participate in local surveys. For local administrators, the system supports commune- and ward-level People’s Committees in directing and managing operations, maintaining population databases, tracking the resolution of public feedback and generating multidimensional statistics.

According to the Binh Phuoc Ward People’s Committee, the DC4.0 platform has been deployed in all 12 quarters in the ward, with residential data largely digitized and updated in a coordinated manner. As of October 2026, information on more than 23,500 households had been entered into the system, representing 100% coverage of households in the ward. Data had also been recorded for more than 32,800 residents. The proportion of households that had logged in and used the platform stood at 44.3% of all households whose information had been digitized.

Several practical functions of the platform are already operational, including household and population management, announcements and meeting invitations, public feedback and suggestions, task assignment and progress monitoring, and support for quarter officials in handling administrative work in the digital environment.

Nguyen Tuan Dat, a resident of Tan Dong quarter in Binh Phuoc Ward, said the platform had proved useful during its initial period of operation. “DC4.0 gives residents an additional channel to interact with local authorities, report community issues and receive quarter information and announcements quickly and conveniently. I hope the platform will continue to improve its features and strengthen data connectivity so that residents can make even better use of its digital services,” he said.

Improving digital features and services

Alongside the DC4.0 platform, the Dong Nai City application began pilot operation across the city in mid-September 2026. By October, the DOST, in coordination with telecommunications provider MobiFone, had supported more than 56,400 residents across 95 communes and wards to install the app. Localities recording high numbers of installations included Binh Phuoc, Xuan Hoa, Nha Bich, Dong Xoai and Nghia Trung.

The app now has 10 completed functions, including user accounts and digital identification, reporting local issues, citizen notifications, local news and information, online public services, integration with the 1022 public service hotline, and other expandable services.

The Dong Nai City People’s Committee has issued Plan No. 273/KH-UBND on a 100-day peak campaign to expand the adoption of the DC4.0 platform. Running from September 19 to December 28, 2026, the peak campaign is being implemented simultaneously across all communes and wards in the city.

At a meeting in early October 2026 to review progress on the DC4.0 platform and the Dong Nai City app, Nguyen Minh Quang, Deputy Director in charge of the DoST, said the department would work with relevant departments and agencies to adjust, expand and improve the app’s features and data to ensure stable and effective operation. The department also plans to establish a dedicated team to oversee the app’s management and operation and coordinate with relevant agencies to develop an effective operating plan.

In addition, the department called on local authorities to strengthen public outreach and deploy community digital technology teams to help residents install the application and use its integrated features, ensuring that the services deliver practical benefits.

At the same meeting, Le Truong Son, Member of the Dong Nai City Party Committee’s Standing Committee, Vice Chairman of the city People’s Committee, outlined several priorities for implementing DC4.0. He directed the DoST to coordinate with communes and wards to provide standardized operating guidance for villages, hamlets and quarters, accelerate data entry, prevent fragmented implementation and ensure compliance with relevant requirements. Local authorities were instructed to review and standardize their data and assess their capacity to use and manage the platform. The department was also asked to organize training courses to help village, hamlet and quarter heads and grassroots management teams become proficient in using DC4.0. Public communications and guidance for residents on logging in and using the platform’s practical features should also be intensified.

Regarding the Dong Nai City app, the Vice Chairman the municipal People’s Committee directed the DoST to work with relevant departments and agencies to establish specific monthly targets and promptly update, adjust and expand the app’s features and services in response to local needs. The department was also instructed to review the app’s content with relevant agencies, improve data connectivity and ensure that it provides accurate socioeconomic information about Dong Nai in accordance with the requirements and regulations applicable to the app.
