Dong Nai steps up cooperation programs to advance digital transformation, thereby improving its digital transformation index and developing the pillars of digital government, digital economy and digital society across the province.

Focusing on implementing Resolution 57 and major challenges
Recently, in late December 2025, the Dong Nai Provincial People’s Committee and Viettel Group held a working session and signed a cooperation agreement on digital transformation for the 2026–2030 period. The agreement focuses on eight key areas, including: building digital government and operating a two-tier local government; digital data-core resource; development of the digital economy; development of the digital society; development of specialized sectors; deployment of information security and core technologies; development of digital data; and promoting the implementation of tasks under Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation (Resolution 57), as well as major challenges in digital transformation and science and technology development of the province.
The cooperation aims to accompany the Dong Nai Provincial People’s Committee in effectively implementing tasks under Resolution 57, Government Resolution No. 71/NQ-CP dated April 1, 2025 on amending and updating the Government’s Action Program to implement Resolution 57, along with the Provincial Party Committee’s Action Program and the Provincial People’s Committee’s plan for breakthroughs in science and technology development, innovation and digital transformation in Dong Nai. It also seeks to support the effective implementation of the two-tier digital government model (provincial and commune levels), modern public governance, data interconnection, and data-driven decision-making in real time. At the same time, the cooperation promotes the formation of an all-people digital society, popularizes digital skills, and delivers digital services directly to citizens and businesses, especially in remote and disadvantaged areas; and develops the digital economy in depth, taking enterprises, cooperatives and business households as the center, and applying technology across all production and business activities. The two sides also co-create a provincial digital ecosystem comprising digital infrastructure, digital platforms, open data, digital enterprises, digital human resources, digital services and information security.
At the working session, Major General Do Minh Phuong, Deputy General Director of the Vietnam Military Industry and Telecoms Group (Viettel), emphasized that Viettel will strengthen coordination with the Dong Nai Provincial People’s Committee to implement solutions for developing digital infrastructure, further improve data connectivity speeds and digital services, and build and develop data analysis platforms and applications. Viettel will also step up the deployment of solutions to promote the development of the pillars of digital government, digital economy and digital society, while ensuring cybersecurity and information safety and developing smart logistics activities.
Also at the meeting, Member of the Provincial Party Standing Committee and Vice Chairman of the Dong Nai People’s Committee Le Truong Son said that Dong Nai expects Viettel to continue leveraging its experience, technological resources and spirit of partnership to work with the province in effectively implementing comprehensive digital transformation solutions, developing smart cities and carrying out tasks under Resolution 57 in the locality. The Provincial People’s Committee assigned the Department of Science and Technology as the focal point for coordination and implementation of the contents of the signed agreement, including identifying and clarifying task lists, building roadmaps, defining outputs and evaluation indicators to concretize the commitments effectively.
Based on the strategic cooperation agreement on digital transformation between the Dong Nai Provincial People’s Committee (formerly the People’s Committees of Dong Nai and Binh Phuoc provinces) and Viettel Group, during the 2022–2025 period, 18 tasks have been completed. Many areas have recorded notable results, such as improving institutions and digital transformation strategies and developing modern, synchronized digital infrastructure. Dong Nai is gradually forming a digital transformation ecosystem and has achieved positive outcomes across the pillars of digital government, digital economy and digital society.
Promoting cooperation in human resource development
When Long Thanh International Airport comes into operation, along with expanded transport infrastructure, production, export and logistics activities in the province will gain new momentum. Therefore, to leverage local potential and advantages and promote sustainable economic development, human resource training is identified as a top priority.

Training high-quality human resources and skilled labor aligned with local and business needs is considered an urgent requirement to meet the demands of science and technology application, digital transformation and innovation. In recent years, Dong Nai has stepped up cooperation with Vietnam National University Ho Chi Minh City, major universities and technology enterprises to develop cooperation programs, aiming to build a linkage model among enterprises, institutes/universities and local authorities based on provincial needs.
Assoc. Prof. Dr. Tu Diep Cong Thanh, Director of the Intellectual Property and Technology Transfer Center (IPTC) of Vietnam National University Ho Chi Minh City, said that in the coming period, Dong Nai and Vietnam National University Ho Chi Minh City should further promote and strengthen specific cooperation programs, with a focus on improving the quality of human resources in science and technology, digital transformation and innovation. Currently, Vietnam National University Ho Chi Minh City has established an innovation center that implements many programs and activities, particularly emphasizing the “Triple Helix” model of linkage between the State, training institutions and enterprises and mobilizing development resources for innovation with enterprises and localities, including Dong Nai.
Member of the Provincial Party Committee and Director of the DoST Pham Van Trinh emphasized that in the coming time, the province will intensify training and capacity building in digital skills and innovation capabilities for managers, engineers and other personnel, while coordinating with universities and colleges inside and outside the province to form a workforce capable of mastering new technologies.
