Improving people's lives through practical action

Following the implementation of the two-tier local government model, particularly since Dong Nai officially became a city, communes and wards have stepped up efforts to promote socio-economic development. Practical initiatives have helped improve people's living conditions, offering a tangible answer to the question of what residents stand to gain from the city's new status.

Bringing tangible benefits to residents

Nguyen Quoc Tan, Party Deputy Secretary and Chairman of the People's Committee of An Vien commune, said: “Clean water is a basic necessity directly linked to people's health and daily lives. However, the scattered distribution of residential areas has long made investment in and the provision of clean water difficult. Despite these challenges, with strong determination and concerted efforts, the commune has worked toward its goal of providing tap water to 100% of residents, ensuring safe water access and protecting public health.”

An Vien commune was established through the merger of the former An Vien and Doi 61 communes, which were previously part of Trang Bom district. With a population of more than 21,000, the commune has a high demand for clean water. Immediately after its establishment, the commune Party Committee and People's Committee set a target of providing clean water to all households. The target was formally included in the Resolution of the first An Vien commune Party Congress for the 2025-2030 term, together with specific measures for implementation. Alongside clean water provision, the commune has also drawn up plans to step up investment in roads, schools and cultural, sports and physical education facilities to improve residents' material and spiritual well-being.

Following the Party Committee's resolution, the commune People's Committee began preparing the necessary documents, procedures and funding for investment. On August 10, An Vien commune, in coordination with Dong Nai Water Supply JSC, broke ground on a project to install a clean water pipeline in An Phu hamlet. It is the third clean water project launched by the commune in 2026. The project involves the installation of more than 24km of water pipelines, with total investment of VND24 billion.

Many residents in An Vien commune have expressed their delight at gaining access to tap water delivered directly to their homes.

Nguyen Van Hoang, a resident of Tan Thinh hamlet, said: “Before we had tap water, my family used well water and was always worried about contamination. The water level also fell during the dry season. Since we got tap water, we feel much more reassured.”

The arrival of clean water in An Phu hamlet has also brought joy to households that have waited for decades.

Lam Thi Hoi said: “The commune is preparing to bring the water pipeline right to our homes. Residents only need to make a small additional investment. It is simple and, more importantly, safe for our long-term health.”

Concrete and effective action

In response to the City Party Committee (CPC) Standing Board's call that “words must be matched by action, and action must produce tangible results,” the true measure of implementation lies not only in what the city can assess and quantify, but, more importantly, in the tangible benefits delivered to residents. Guided by this decisive directive, communes and wards have gradually changed their mindset and working methods, placing greater emphasis on substantive and effective results. Rather than pursuing formalities or short-lived campaigns, localities are focusing on specific and practical tasks that directly respond to residents' needs. The city's renewed approach to leadership and direction, coupled with the determination of communes and wards to take action, has helped strengthen people's confidence in Party committees and local authorities.

Therefore, alongside investment in urban transport infrastructure, the ward has identified education as a key area for long-term investment. While investment in education requires substantial resources, it brings lasting benefits and a far-reaching impact. Without a high-quality workforce, Xuan Loc will not be able to fully capitalize on its development opportunities.

Focusing on addressing people's needs

The restructuring and streamlining of the administrative apparatus and the implementation of the two-tier local government model have generated new momentum while strengthening the experience and capacity of commune-level officials and encouraging them to adopt new ways of thinking and working. Many previously difficult issues have now been resolved, while newly decentralized and delegated responsibilities have been quickly taken up and implemented effectively. Going forward, commune-level authorities should continue to focus on addressing issues of public concern, making people's satisfaction both a responsibility and a source of motivation to perform their assigned tasks better.

With this approach, Xuan Loc ward is continuing to make substantial and targeted investments in education. To date, 20 of the ward's 21 schools have met national standards, making it one of the leading localities in Dong Nai in terms of schools meeting national standards. Recently, the ward provided free textbooks to more than 4,500 first- and sixth-grade students, as well as students from disadvantaged backgrounds, in preparation for the 2026-2027 school year.

Meanwhile, Le Ngoc Tien, Party Deputy Secretary and Chairman of the People's Committee of Trang Bom ward, said the ward has identified specific development orientations, targets and solutions for the coming years, with a focus on better serving residents. Key priorities include urban infrastructure, clean water, education, administrative reform and social housing. The ward is stepping up efforts to realize these targets following the CPC's resolution on a special 500-day-and-night emulation campaign under the theme “Solidarity – Discipline – Efficiency – Breakthroughs for a civilized and modern Dong Nai.”

Providing further details, Le Ngoc Tien said many transport projects, including the parallel road to National Highway 1 running through the ward center, have now been largely completed. The project has not only given the ward a new look but also enhanced safety for road users. Long-standing cases of encroachment on public land have also been resolved. Administrative reform has become more substantive through digital transformation, while the ward has created favorable conditions for businesses to accelerate social housing projects and bring them into operation as soon as possible.
