On June 25, Dong Nai City Delegation of National Assembly (NA)’s deputies, led by Dieu Huynh Sang, Member of the City Party Committee and full-time Deputy Head of the Delegation, conducted an on-site survey on the implementation of land-related policies and legal regulations under the 2024 Land Law and related National Assembly resolutions in Loc Tan and Nha Bich communes and Loc Ninh ward. The delegation also included NA Delegation deputies of Dong Nai’s constituencies No. 5 and No. 6, namely Pham Van Trinh, Member of the City Party Committee, Director of the Dong Nai Department of Science and Technology, and Van Thuy Anh, specialist at the Dong Nai Performing Arts Theater.
Accompanying the delegation were representatives from the Standing Board of the City People’s Council, the Standing Board of the Vietnam Fatherland Front Committee of Dong Nai City, the Economic and Budget Committee of the City People’s Council, and leaders of relevant departments and agencies.

According to reports from Loc Tan commune and Loc Ninh ward, following adjustments to the three-category forest planning scheme, more than 17,978 hectares of land previously managed under the forest plan were transferred to local authorities for management, including over 4,679 hectares in Loc Tan commune. However, forestry records and forest development data from different periods remain incomplete and inconsistent, making it difficult to determine forest status, land classifications, land users and management responsibilities. Many areas have undergone changes in land status or have already been granted land-use certificates, requiring the integration of forestry records with cadastral data and field verification.
At the working session, both localities proposed that competent authorities provide guidance on accessing three-category forest maps and forest boundary markers, methods for integrating forestry and cadastral maps, procedures for forest land-use conversion and compensatory reforestation, and resolving inconsistencies in documentation as well as existing forest land allocation contracts.

Speaking at the survey, full-time Deputy Head of the city’s Delegation of NA deputies Dieu Huynh Sang acknowledged the challenges facing local authorities, emphasizing that the main cause is the inconsistency between forestry and cadastral records. She requested relevant departments and agencies to promptly review and provide complete basic data, and coordinate to resolve difficulties. Loc Tan commune and Loc Ninh ward were asked to fully update data and complete reports to submit to the survey delegation for synthesis and recommendations to the NA and competent authorities for consideration and resolution, ensuring strict land management and creating conditions for local development in accordance with legal regulations.

Following a field survey on the implementation of land-related policies and laws at the Phuoc Thang Residential Area Project (55.43 hectares), the working delegation held a meeting with Nha Bich commune authorities. Local officials reported that site clearance for expressway projects in the area has largely met schedule. The Gia Nghia–Chon Thanh Expressway Project, which passes through the commune over a distance of 9.983 kilometers, affects approximately 92.9 hectares and 262 land parcels of local households. Compensation and support plans have been approved, and 100 percent of the required land has been handed over. Meanwhile, the Ho Chi Minh City–Thu Dau Mot–Chon Thanh Expressway Project, which runs through the commune for 0.87 kilometers, and affects 72 land parcels covering more than 69,091 square meters. Compensation plans for all affected parcels have also been approved.
At the meeting, local authorities proposed the early approval of the expanded Minh Hung–Chon Thanh–Nha Bich urban master plan to create a foundation for attracting investment and implementing development projects. They also requested solutions to remove difficulties in determining land prices when converting land-use purposes, particularly in cases where boundaries, shapes and areas shown on land-use certificates differ from those on cadastral maps.

Concluding the survey, full-time Deputy Head of the city’s Delegation of NA deputies Dieu Huynh Sang praised local efforts in land administration and site clearance to support key infrastructure projects. She called on Nha Bich Commune to continue working closely with relevant agencies to accelerate planning work and resolve issues related to land management, compensation and resettlement, thereby ensuring project progress and supporting local socio-economic development. The delegation will compile the commune’s recommendations and present them during an upcoming working session with the Dong Nai City People’s Committee.
