Worthy of a green urban center

Benefiting from its strategic location of bordering Ho Chi Minh City, Dong Nai City’s Bien Hoa ward possesses well-developed infrastructure and a land rich in historical and cultural traditions. With strong determination, the Party Committee, authorities and residents of Bien Hoa ward are striving to build a modern urban area where living standards continue to improve and communities develop in a civilized and sustainable manner, worthy of its role as the central urban area of Dong Nai City in a new era of ascent.

Following the merger of four former wards — Hoa An, Buu Hoa, Tan Hanh and Tan Van of former Bien Hoa city — Bien Hoa ward now covers more than 21 square kilometers and is home to over 86,000 residents.

Urban and landscape advantages

Bien Hoa ward stretches nearly 10 kilometers along the Dong Nai River, a valuable natural asset that offers significant potential and space for the development of tourism, services and riverside ecological urban areas. In addition, the ward is connected to Ho Chi Minh City and other dynamic urban areas through key transport routes such as Nguyen Tri Phuong, Bui Huu Nghia and Nguyen Ai Quoc streets.

The ward is also well known for its traditional ceramics craft village, which has been planned into the Tan Hanh Ceramics Industrial Cluster. At present, more than 1,000 enterprises and production and business establishments are operating in the locality.

With these advantages, Bien Hoa ward is becoming increasingly determined to accelerate development and affirm its role as a core area in the transition from an economy largely based on industry to a service-oriented urban economy.

Vien Hong Tien, Party Secretary and Chairman of People’s Council of Bien Hoa ward, said the locality is coordinating closely with city authorities and relevant sectors to develop a synchronized, modern and sustainably connected multimodal transport infrastructure system.

Under the plan, the ward aims to basically complete an integrated transport infrastructure network for both internal and regional connectivity by 2030. A number of projects linking the ward with Ho Chi Minh City are expected to create fresh momentum for socio-economic development, including the construction of D21 and D30 roads, Pham Van Dieu Street and Xom La Bridge; the expansion of Nguyen Ai Quoc Street through Bien Hoa ward; the construction of D1 Road connecting Nguyen Ai Quoc Street to Buu Hoa Bridge via Tran Bien ward; and embankment projects along the Dong Nai River from Tan Van Intersection to Ong Tiep Bridge.

According to Tien, harmonious urban development also requires strong support from departments, agencies and residents in complying with planning regulations, preserving living spaces and improving public areas to make them greener, brighter, more civilized and modern.

Throughout the process of economic and urban development, the locality places special emphasis on building the identity of Bien Hoa ward residents with a modern lifestyle while preserving the historical, humane and cultured spirit of Bien Hoa – Dong Nai.

Starting from small actions

With the goal of creating an urban space featuring green, smart infrastructure and modern public amenities, the Party Committee and authorities of Bien Hoa ward have actively mobilized public participation in urban beautification efforts through practical activities such as environmental sanitation, residential upgrades, flower roads and tree planting.

Tran Hong Chuong, Secretary of the An Hoa Neighborhood Party Cell and Head of the residential quarter, said local residents regularly join hands with authorities in cleaning residential and public areas.

People participate enthusiastically and happily, working together to create a brighter, greener, cleaner, more beautiful, civilized and safer living environment.

Not only An Hoa residential quarter, but all 16 residential quarters across the ward have simultaneously responded to campaigns celebrating the establishment of Dong Nai City and the country’s major national holidays, alongside political organizations, religious institutions, schools and businesses.

Landscape highlights such as Hoa An Bridge Roundabout and Cau Hang area, along with main roads including Nguyen Ai Quoc, Nguyen Tri Phuong, Bui Huu Nghia and Hoang Minh Chanh streets, as well as residential roads throughout the ward, remain spacious, clean and safe during the day, while becoming brightly illuminated at night.

Pham Thi My Phuong, Vice Chairwoman of the Bien Hoa ward People’s Committee, said such campaigns not only create momentum for improving the locality’s appearance during major political events, but also lay a sustainable foundation for mobilizing public participation in long-term urban renewal efforts.

Implementing the Resolution of the First Congress of the Bien Hoa ward Party Committee for the 2025–2030 term, the ward has identified the development of a concentrated economic, political and cultural center along the Dong Nai River as a key priority.

With around 10 kilometers of river frontage, the area is expected to become an ecological urban and modern service corridor serving as a growth driver, landscape highlight and major commercial hub for Bien Hoa ward and neighboring areas.

At the same time, the locality aims to promote the river economy in connection with services and ecological tourism, while effectively utilizing the riverside landscape of the Dong Nai River. River tourism routes linking surrounding localities are also expected to gradually take shape.

In parallel, Bien Hoa – Dong Nai’s traditional ceramics craft village will be preserved and promoted in association with tourism and commercial-service development. Support policies will also be introduced to develop distinctive tourism products, helping preserve cultural identity and improve residents’ incomes.

The Bien Hoa ward’s urban planning orientation centered on effectively harnessing the Dong Nai River’s potential and developing riverside ecological urban areas has received broad support from officials, Party members, residents and businesses alike. Once realized, these projects are expected to create a high-quality living space and an attractive working environment.
