Dong Nai has made a remarkable breakthrough by ranking third among 34 centrally governed provinces and cities in both the 2025 Public Administration Reform Index (PAR INDEX) and the 2025 Satisfaction Index of Public Administrative Services (SIPAS).
Specifically, Dong Nai City’s PAR INDEX in 2025 reached 93.1%, up 2.41 percentage points compared to 2024, while its SIPAS score climbed to 87.16%, an increase of 4.75 percentage points year-on-year. The results, recently announced by the Ministry of Home Affairs, serve as clear evidence of the tangible effectiveness of the administrative reform efforts that the city’s political system has vigorously implemented in recent years.
The achievement carries even greater significance as Dong Nai is currently operating under the two-tier local government model. It also demonstrates the city’s initial success in implementing the new governance structure effectively. After nearly one year of implementation, Dong Nai has introduced many innovative and practical approaches that have helped ease pressure on commune-level administrations, proactively shorten administrative procedures and improve the quality of services provided to residents and businesses.
The 2025 PAR INDEX and SIPAS results also reflect the practical effectiveness of digital transformation and the development of a service-oriented administration in the city. In particular, Dong Nai’s implementation of administrative procedures under a non-administrative boundary model, allowing residents to complete procedures at any locality within the city regardless of their place of residence, has created greater convenience for both citizens and businesses. The policy has significantly reduced travel and waiting time and has received positive recognition.
To further improve the PAR INDEX and SIPAS rankings in the coming years, Dong Nai has identified the development of a contingent of capable, ethical and highly responsible officials, civil servants and public employees as a strategic solution. These officials must be willing to think boldly, act decisively and take responsibility. They should also pioneer technological applications, confront challenges and pursue innovation for the common good. In the current period of digital transformation and deep international integration, a lack of pioneering spirit and accountability would make breakthrough progress difficult. Alongside this, inspection and supervision work must continue to be strengthened, while greater emphasis should be placed on the exemplary role of leaders and stricter administrative discipline. Once discipline and order are maintained, the administrative apparatus will operate more smoothly and effectively, thereby strengthening public trust.
The fact that both major indices have risen into the country’s leading group not only reflects the improving governance and administrative capacity of authorities in Dong Nai City, but also demonstrates the growing satisfaction and positive recognition of citizens, organizations and businesses toward the quality of public administrative services.
These results are especially meaningful as Dong Nai transitions toward operating under a dynamic urban government model aimed at building a modern, professional and development-oriented administration that serves the people.
