Mobilizing public support to build social consensus

On the afternoon of May 12, a working delegation from the Information, Education and Mass Mobilization Commission of the Dong Nai City Party Committee conducted a field survey on effective mass mobilization models, propaganda activities, ceremonial decoration work, and the purchase and reading of Party newspapers and magazines at the Party Committee of Tran Bien Ward.

Tran Bien Ward currently has a population of more than 200,000 people and serves as the central ward of Dong Nai. The locality has focused strongly on implementing effective mass mobilization initiatives through models such as “Friendly Government” and “Morning with the People.” Through the “Morning with the People” model, from October 2025 until now, ward leaders have conducted 16 citizen reception sessions involving 24 residents. Most receptions concerned compensation, site clearance, and land acquisition related to projects implemented in Tran Bien Ward. In addition, authorities have continued regular citizen reception activities.

As a result of these meetings, many residents, after receiving explanations and mobilization efforts, agreed to the State’s land acquisition policies and withdrew complaints. Some households voluntarily handed over land after dialogue and consultations, while legitimate and lawful citizen recommendations were promptly considered and resolved by local authorities.

Regarding the “Friendly Government” model, ward officials and civil servants have demonstrated a strong sense of responsibility and a service-oriented attitude toward residents. The on-time administrative dossier settlement rate has exceeded 98%.

For propaganda, decoration, and celebratory activities marking the establishment of Dong Nai City, the Tran Bien Ward General Services Center organized the display of national flags and propaganda banners welcoming the city’s establishment, installed mobile billboards along sidewalks on major streets, held a propaganda vehicle decoration contest, and upgraded public works across the ward.

Concerning the purchase and reading of Party newspapers and magazines, several units reported difficulties due to limited operational funding, resulting in delays in implementation.

At the meeting, Tran Bien Ward proposed that the city provide specific and unified guidelines on the registration process and procedures for ordering various types of Party newspapers and magazines to implement and direct relevant agencies and units to coordinate with the Ward Party Committee in ordering, supplying, and delivering Party newspapers and magazines; ensuring timely, complete, and correct delivery of newspapers and magazines to registered recipients.

The survey delegation from the Information, Education and Mass Mobilization Commission of the City Party Committee highly appreciated Tran Bien Ward’s effective mass mobilization work, recognizing many innovative and effective models that have contributed positively to land clearance efforts for major city projects.

The ward Party Committee was encouraged to continue promoting propaganda activities, commending and rewarding exemplary models and individuals, and expanding successful mass mobilization practices through suitable methods to strengthen motivation for maintaining and replicating the "Skilled Mass Mobilization" model.

The delegation also emphasized the need to intensify propaganda and ceremonial decoration activities celebrating the establishment of Dong Nai City, including promptly replacing outdated billboards and slogans to better highlight current propaganda themes.

Regarding the ward’s recommendations on funding and subscription procedures for Party newspapers and magazines, the delegation said it would compile the proposals and advise the leaders of the Information, Education and Mass Mobilization Commission of the City Party Committee to report them to the Standing Board of the City Party Committee for further direction.
