Amid an unprecedented pace and scale of dynamic transformation, the Party Committee and authorities of Dong Nai City remain steadfast in placing people at the center of development, ensuring that all residents benefit from the fruits of progress. The core principle guiding the city’s leadership and administration is that development should not be measured solely by economic growth, but by tangible improvements in the quality of life for every citizen, while ensuring social equity and narrowing the gap between urban and rural areas.

While resolutely striving for double-digit economic growth and actively shaping the stature of a modern metropolis, city leaders also regard the most genuine measure of development as every family enjoying a more prosperous and happier life. All policies and actions are guided by a strategic vision that takes people’s satisfaction as the overarching goal.

The city continues to accelerate urban renewal projects to create a more civilized, green, clean, beautiful, and livable environment, where residents have opportunities to transition to suitable jobs and build sustainable livelihoods with higher incomes. Infrastructure projects that directly serve community needs are prioritized for investment. Prime land areas are being allocated for resettlement zones and social housing projects for workers, accompanied by “green lane” administrative procedures to shorten approval timelines. Simultaneously, the city is investing in new schools, upgrading medical facilities, developing open cultural spaces, and expanding green parks throughout urban areas.

During land acquisition processes for key infrastructure projects, the entire political system has adhered to the principle of “people know, people discuss, people implement, people inspect, people supervise, and people benefit,” ensuring public consensus. City leaders have remained close to the people, directly addressing complex issues and safeguarding residents' legitimate rights to the greatest extent possible. In support of the greater common good, residents have willingly contributed their efforts, intellect, and property to transform rural areas and to relocate and hand over land for the construction of Long Thanh International Airport, expressways, ring roads, and seaport clusters, creating momentum for the city’s continued rise.

The three national target programs on new-style rural area building, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas have been implemented effectively, significantly improving the material and spiritual lives of people in remote, border, and disadvantaged areas. Dong Nai was also among the first localities to complete its program to eliminate temporary and dilapidated houses, helping thousands of families realize their dreams of a better life through permanent homes. The public welfare network has expanded widely, with per capita income reaching a high level and health insurance coverage exceeding 95%. Political security remains stable, while border sovereignty, public order, and social safety are firmly maintained, bringing peace to every street, neighborhood, and residential area. Notably, Dong Nai has emerged among the country’s leading localities in administrative reform, strengthening public and business confidence in a professional, transparent, and accountable government apparatus.

Today’s achievements are built upon the strength of great national unity, stemming from the City Party Committee’s flexible and creative application of President Ho Chi Minh’s enduring principle that “the people are the root,” a lesson elevated by the 14th National Party Congress into one of the Party’s most valuable guiding experiences.
