Highlights in operation of communal People's Councils

After the arrangement of communal-level administrative units according to Resolution No. 1662/2025/UBTVQH15 of the National Assembly Standing Committee, the organization and operation of communal-level People's Councils in the province have quickly stabilized and gradually become organized.

From 270 communes and wards before the arrangement, the entire province now has 95 communes and wards, with over 7,000 communal-level People's Council delegates.

Along with streamlining the apparatus, the Standing Committee of the Provincial People's Council promptly issued resolutions appointing leaders of communal-level People's Councils, ensuring that the apparatus is synchronously and smoothly consolidated, creating an important foundation for effectively implementing the two-tier local government model.

Gradually becoming organized

Long Thanh commune, after merger, has a large area and population, and is also the location for many key national and provincial projects. This places high demands on the role, responsibility, and quality of the commune People's Council's operations.

Sharing operational experience at the recent Conference to review the work of the People's Council for the 2021-2026 term, Nguyen Tuong Vi, Vice Chairwoman of the Long Thanh Commune People's Council, stated: In that context, with a total of 86 delegates, the commune People's Council quickly stabilized, organized 6 sessions (including 3 thematic sessions), and issued 20 important resolutions, promptly deciding on urgent issues arising after the arrangement. In addition, supervisory activities focused on sensitive areas of particular concern to voters, such as compensation, support, and resettlement for the Long Thanh International Airport Project and basic construction investment projects. Through supervision activities, many practical recommendations were proposed, contributing to resolving difficulties, ensuring project progress, maintaining social stability, and creating consensus among the people.

Nguyen Tuong Vi, Vice Chairwoman of the Long Thanh Commune People's Council, added: The commune People's Council has clearly identified key solutions to continue improving the quality of operations, such as: innovating operational methods and organizing sessions in a scientific and effective manner; focusing on training and improving the capacity and skills of the deputies, especially in supervision, questioning, and voter contact; strengthening focused and targeted supervision linked to monitoring the implementation of resolutions and socio-economic development programs and projects; and promoting the application of information technology to enhance the transparency and effectiveness of the People's Council's operations.

Meanwhile, Le Duy Sinh, Vice Chairman of the Binh Phuoc Ward People's Council, said: Right from its official operation, the Standing Committee of the Binh Phuoc ward People's Council and the committees of the ward People's Council have proactively implemented all functions and duties as regulated. Since the beginning of the term, the ward People's Council has organized 5 sessions, issued 20 resolutions, and decided on many important local issues under the two-tier local government model. Supervisory activities have been innovated to be more in-depth and close to the grassroots, with 5 supervisory rounds at 11 agencies and units; thereby recommending many specific solutions to improve the effectiveness and efficiency of state management. Voter contact and citizen reception have been carried out seriously, in close coordination with the Vietnam Fatherland Front Committee and the ward People's Committee; in 2025 alone, 62 opinions and recommendations from voters were compiled and forwarded to competent agencies for consideration and resolution.

Continuing to innovate and improve the quality of performance

Not only in Long Thanh commune and Binh Phuoc ward, according to the assessment of the Standing Committee of the Provincial People's Council at the recent Conference to review the work of the People's Council for the 2021-2026 term, immediately after the arrangement, the People's Councils of communes and wards in the province quickly stabilized their organization and come into operation. The Standing Committee of the People's Council, the committees of the People's Council, and the groups of the communal-level People's Council deputies promptly grasped the actual situation in the locality, developed working regulations, supervisory programs, and assigned specific tasks, ensuring operations comply with legal regulations. Given the conditions of a wider area, a larger population size, and increasingly high task requirements, the People's Councils of communes and wards continue to promote their role as local state power organs, representing the will, aspirations, and mastery of the people.

From practical experience, the standing committees of many commune and ward People's Councils believe that: In the coming time, it is necessary to continue strengthening the organization of training courses, education, and fostering to enhance the capacity and operational skills of commune-level People's Council delegates; at the same time, pay attention to ensuring operational conditions, promoting the application of information technology, and digital transformation in the activities of the People's Councils.

From July 1, 2025, to November 30, 2025, commune-level People's Councils in the province organized 343 sessions, issuing 1,887 resolutions, with a focus on deciding important issues regarding socio-economic development, budget revenue and expenditure, public investment, ensuring national defense and security, and social welfare. Oversight activities continued to be strengthened with 485 surveys and oversights, focusing on practical areas closely related to people's lives such as: budget management, basic construction investment, food safety and hygiene, digital transformation, social assistance policies, environmental protection, etc. Oversight delegations complied with legal regulations, without affecting the regular operations of units; at the same time, comprehensively assessed advantages, clearly pointed out existing shortcomings and limitations, and then proposed timely solutions.

Along with that, voter contact and citizen reception were maintained strictly and in accordance with regulations. Many legitimate opinions and recommendations from voters were promptly received and resolved, contributing to strengthening the people's trust in local authorities, affirming the important "bridge" role of commune-level People's Councils in the political system.

In the context of operating the two-tier local government model, the role of commune-level People's Councils is increasingly affirmed, serving as both an institution representing the will and aspirations of the people and a channel for supervising state power right from the grassroots. The results achieved recently are an important foundation for commune-level People's Councils to continue innovating, improving the quality of their operations, contributing to building a strong local government that is close to the people, connected with the people, and serves the people.
