Specific actions needed to realize the Provincial Party Congress’ Resolution

The 1st Dong Nai Provincial Party Congress, for the 2025-2030 term, wrapped up successfully. The resolution of the congress has ignited a will and aspiration for strong development, building Dong Nai province into a green, prosperous, civilized, and modern province, with the determination to strive to achieve the basic standards of a Centrally-run city by 2030.

As a Party member with nearly 50 years of Party membership in Quarter 1, Trang Dai Ward, in recent days, Nguyen Van Quyen has been very interested in the organization of the 1st Provincial Party Congress. Quyen expressed: "I am very impressed with the targets, key tasks, breakthrough tasks, and solutions set forth in the congress resolution. DECISIVE ACTIONS

The 1st Provincial Party Congress set forth important targets for the new development period. In particular, the average GRDP growth rate will be expected to reach 10% per year or more, by 2030, the total product in the area will reach over 1.2 million billion VND, and the average GRDP per capita will reach over 250 million VND. One of the very notable new points is that the province's economic structure will continue to shift, especially the congress resolution has set a target that by 2030, the proportion of the digital economy in GRDP will reach over 30%, and the average annual growth rate of state budget revenue in the area will be 10-12%.

Provincial Party Committee member, Director of the Department of Construction Nguyen Tuan Anh said: The province is determined to form a high-quality, synchronous, and modern infrastructure system to serve the province's new development, in which infrastructure has been identified as needing to go one step ahead. Therefore, in the coming time, it is necessary to resolutely promote ongoing projects, especially transportation projects, for quick completion to support the province's development. For projects that are about to start construction, it is necessary to simultaneously prepare documents, designs, capital allocation, and site clearance and relocation of technical infrastructure so that once construction begins, work can start immediately without waiting.

As a Trade Union official of a company with the largest number of workers in the province, Dinh Si Phuc, Chairman of the grassroots Trade Union of Taekwang Vina TKG Joint Stock Company (Bien Hoa 2 Industrial Park) expressed: He is very interested in the targets and solutions for social housing (SH) development set forth at this Provincial Party Congress. Phuc believes that every worker longs for a home sufficient for their family members to live in. However, owning a private house is still very difficult, due to high demand but very limited supply, and prices are increasing day by day. Therefore, the province's goal of developing SH for the 2025-2030 period with 65,000 units is very large, and workers are very excited and hopeful. I hope the province will be very determined to realize this issue.

To concretize the figure of 65,000 SH units, Provincial Party Committee member, Director of the Department of Construction Nguyen Tuan Anh said: The Department of Construction proposes to focus on implementing 5 specific groups of solutions: Attaching responsibility to the head in planning and allocating land for SH construction; resolutely requiring commercial housing projects to allocate 20% of land for SH development, and at the same time having attractive preferential policies to attract investors to this field. In addition, the province will build policies to support people in accessing and borrowing preferential capital, publicly disclose approval criteria; strengthen inspection, supervision, and handle violations.

For the first time, the Resolution of the Provincial Party Congress has set a very important target that is by 2030, the proportion of the digital economy in GRDP will reach over 30%. This is not only a new target but also a difficult one, requiring a determination to innovate in the province's science and technology sector.

Pham Van Trinh, Provincial Party Committee member and Director of the Department of Science and Technology, particularly emphasized the importance of attracting investment and forming technology zones, focusing on completing and putting into operation digital technology zones and high-tech zones, especially the Long Thanh Concentrated Technology Zone, along with forming a technology transfer center for gene storage serving high-tech agriculture. Focus should be placed on attracting investment in semiconductor and artificial intelligence (AI) projects, and renewable energy associated with Long Thanh International Airport; as well as developing modern and secure digital infrastructure, transforming the province's data center into a Cloud computing model.

BRINGING THE PARTY'S RESOLUTION INTO PRACTICE

The development of Dong Nai province in the new developmental phase holds an important position and role in the overall development of the country. At the recent first Provincial Party Congress, for the 2025-2030 term, Comrade Phan Dinh Trac, Politburo member, Secretary of the Party Central Committee, and Head of the Party Central Committee’s Commission for Internal Affairs, stated: The new Dong Nai province has many outstanding features in terms of socio-economic development space in the new period. Especially, many key national projects have been implemented and constructed in the area, including Long Thanh International Airport, Phuoc An Port, and 10 expressways, which are driving forces for the province's development. On the other hand, the Central Government has strongly decentralized and empowered localities in the direction of "localities decide, localities do, localities take responsibility," thus the province needs to be more proactive.
